Dear Mr. Denton:

Enclosed herewith are ten (10) copies of General Electric Report NEDC-24753, Final Test Report for Safety / Relief Valve Cold Water Flow Tests, dated September, 1980. This report documents the results of tests conducted in response to proposed Shoreham SER licensing condition #4, Alternate Cooldown Path. These tests verified safety / relief valve operability and flow performance characteristics while functioning under abnormal, long-term cooldown (alternate shutdown) conditions as postulated by the NRC.

It was concluded that safety / relief valves can be used to establish and maintain an alternate cooldown path from the reactor pressure vessel to the s ppression chamber should RHR shutdown cooling be unavailable. We trust that this information will provide adequate resolution of your concern.
