Technical Specification 3.8.3 lg requires that the 120 Volt AC Vital Distribution Panel DP002 be energized from this inverter. The plant consequently entered ACTION statement b. The AC vital distribution panel was reenergized as required in ACTION b(1). However. H1AP does not expect to be able to reenergize the panel from its associated inverter in the 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> as required in ACTION b(2).

HLAP requests discretionary enforcement to allow continued operation of STP Unit 1 in Mode 3 for an additional 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> beyond the expiration of the initial ACTION statement, i.e., until 1533 hours0.0177 days <br />0.426 hours <br />0.00253 weeks <br />5.833065e-4 months <br />, October 15, 1989.

The justification for this request is as follows:

The regulating transformer being used to supply Vital 120 VAC Distribution Panel 3E241EDP002 (Channel IV) is powered from Class IE 480V Motor Control Center (MCC) E1C2. The source of on site power for this MCC is Standby Diesel Generator (SDG) 13 (Train C). Use of the regulating transformer as the supply for panel EDP002 for this time does not affect General Design Criterion 17 considerations, does not cause loss of any required loads, does not affect SDG reliability, and does not affect other safety related trains. The events which would cause loss of power to panel EDP002 are a loss of offsite power coincident with SDG 13 failure to start.

The probability of these events occurring over the brief extension of time being requested is very small. Even in this unlikely scenario, the plant can be brought to cold shutdown without power to panel DP002. In addition, decay ,

. heat is minimal since the plant has been shutdown for refueling since early '
