C Response to NRC Generic Letter 89-07,

" Power Reactor Safeguards Contingency Plannine for Surface Vehicle Bombs" Ilouston Lighting & Power Company (llL&P) has reviewed NRC Generic Letter 89-07, received May 11, 1989, and Supplement i dated August 21, 1999 and subruits the following responce pursuant to 10CFai50.54(f). ,

HIAP has modified the safeguards contingency procedure for the South Texas Project Electric Generating Station to address the porsibility of a land vehicle bomb. These contine,ency procedures were developed using the following approach:

1) Safo standoff distances for vital equipment have been determined using the method describeo in NUREG/CR-5246.
2) Site features s.ignificantly restrict the number of Isnd vehicle access appror.ch paths. These restrictions enhance the chance for advance observation by members of rhe security force.

! 3) Procedural changes allow plant security to adequately isolate all plant vital areas at associated standoff ::ones within 12 houra af ter notification by the NRC.

l 4) The current safeguards contingency plan supports this procedural change, so that response to a vehicle bomb threat would proceed

! under events already incorporated into the plan. Therefore, a plan modification pursuant to 10CFR50.5'(p) will not be necessary.
