APPROVAL OF CENTRUS ENERGY CORP. REQUEST TO AMEND ITS HEADQUARTERS SECURITY PLAN FOR THE PROTECTION OF CLASSIFIED MATTER

Dear Ms. Wiehle:

By letter dated October 16, 2019 (Agencywide Document Access and Management System (ADAMS) Accession No. ML19312A072), Centrus Energy Corp. (Centrus) requested the U.S. Nuclear Regulatory Commission (NRC) to approve a new classified mailing address and related administrative changes proposed in its Headquarters Security Plan for the Protection of Classified Matter. On November 26, 2019, NRC staff from the Office of Nuclear Security and Incident Response inspected the physical location of the mailing address and confirmed that the process for receiving classified mail at this mailing address and then distributing it to the appropriately cleared recipients is in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 95.5, and therefore acceptable. The NRC staff finds that the other proposed administrative security plan changes related to the new mailing address are non-substantial in accordance with 10 CFR 95.19(b), and therefore do not need NRC approval.

Enclosures 1 and 2 to this letter provide redacted and complete versions of Amendment No. 9 of License SNM-2011 for the American Centrifuge Plant, which is effective immediately.

In accordance with 10 CFR 2.390 Public inspections, exemptions, requests for withholding, of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. The ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.

Enclosure 2 transmitted herewith contains Security-Related Information. When separated from the sensitive conditions in Enclosure 2, this document and Enclosure 1 are decontrolled.
