APPROVAL OF AMERICAN CENTRIFUGE PROGRAM FOR IDENTIFICATION AND PROTECTION OF SAFEGUARDS INFORMATION (EPID L-2021-LLL-0018)

By letter dated September 16, 2021 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML21265A324), American Centrifuge Operating, LLC (ACO), a wholly owned subsidiary of Centrus Energy Corp. (Centrus), requested the U.S. Nuclear Regulatory Commission (NRC) approve a change in commitment related to ACOs program for the protection of safeguards information (SGI). The change in commitment involves the identification and protection of SGI in accordance with ACOs new procedure, ACD2-SP-043, that will implement ACOs SGI program for the American Centrifuge Plant located in Piketon, Ohio. A draft of ACD2-SP-043 was provided to the NRC by letter dated January 6, 2022 (ML22007A117) (non-public).
The NRC staff has completed its review of ACOs proposed changes to its safeguards program.
The purpose of NRCs review was to determine if the program for the identification and protection of SGI described in ACD2-SP-043 satisfies the applicable requirements of Title 10 of the Code of Federal Regulations (10 CFR) Sections 73.21 and 73.22. For the reasons set forth in the enclosed non-public security evaluation assessment, the NRC staff finds that ACOs safeguards program meets the requirements in 10 CFR 73.21(a)(1)(i), is consistent with the applicable guidance, and, therefore, will provide reasonable assurance that ACO will adequately protect SGI matter at the ACO facility.
The enclosure transmitted herewith contains security-related information. When separated from the enclosure, this document is decontrolled.
