S0lTTH TEXAS PROJECT ELECTRIC GENERATING STATION RESPONSE TO NRC INSPECTION FINDINGS DOCKET NOS. 50-498/79-20 AND 50-499/79-20

Dear Mr. Seidle:

The following is Houston Lighting 6 Power Company's (HL6P) response to the item of noncompliance identified in IE Inspection Report Numbers 50-498/79-20 and 50-499/79-20, dated December 12, 1979.

Failure to Maintain an Unrestricted Vertical Dron of Concrete Corrective Action The placing operation for MEI-WO43-08A was arranged so concrete flowed through reinforcing steel while restricted to a chute as shown on the a -rached sketch. The deviation to ACI 304, Section 6.2, re.alted when the flow of concrete bounced off of the far side reinforcing steel instead of dropping vertically into forms.

For wall MEI-WO43-08A the possibility of concrete segrega-tion was discounted by inspection of the placement after form removal which showed no signs of segregation or rock pockets. Additionally, the placing inspector indicates satisfactory results for the placing operation including vertical drop and consolidation.

Houston bgh ng & Power Company Mr. Seidle January 9, 1980 Page Two Recurrence Control This problem was remedied by providing a batter board against the far side reinforcing steel so as to direct the concrete flow vertically into the forms. To pre-vent the recurrence, the QC Placing Inspectors have been instructed as to the proper arrangement of placing equipment for 12" wall placements using a side chute.

All corrective action and recurrence control measures have been implemented.
