NCW YCRX 11.40o Aeronautical Study No. ??C-CI-68-61 Determination of No Hazard to Air Navigation The Federal Aviation Administration has circularised the following construction proposal for acronautical co= ment and has conducted a study to deter =ine its affect upon the safe and efficient utilization of navigable airspace.

Proponent: X2tropolitan Edison Co.

Location : Middletown, Pa. Structure: Cooling Towers (2)

Latitude : 40'09'25" North Height Above Ground 372 ft.

Longitude: 76*43'23" West Above MSL 670 ft.

Metropolitan Edison Company proposes to erect a nuclear generating plant on Three Mile Island, 2.3 miles south-southasat of Olmsted State Airport, Middletown, Pennsylvania. The tallest structures asseciated with the plant are two concrete cooling towers 372 ft. above ground, 670 f t. above mean sea 1cvel.

The cooling towers would exceed obstruction standards in Federal Aviation Regulations, Part 77, as applied to Olmsted Airport as follows:

Section 77.23(a)(2) by 162 feet.

Section 77.25(b)(3) by 12 feet. -

The proposal was circularized on March 8, 196S. Objections were received from the State of Pennsylvania and' the Air Transport Association. These objections were based on the conclusion that the towers and their water vapor emissions would interfere with aeronautical operations at both Olmsted and Harrisburg-York State Airports.

The proposal was discussed at an Informal Airspace Meeting in Harrisburg on apcil 9, 1968. With tha consent of the participants the proposal was divided into two separate and distinct considerations. The first, dealing with the cooling towers affect on aeronautical operations as covered by the provisions of FAR, Part 77, and the second, beyond the framework of Part 77, a discussion concerning the water vapor c==issions of the cooling towers.

During the meeting the Pennsylvania Aeronautics Commission stated it had no objection to the towers per se but was concerned that the emissions could, under certain neteorologici condition; interfere with weather conditions and aeronautical operations at Olmsted and Harrisburg-York State Airports.

Metropolitan Edison stated that it had researched the supposed problem but had been unable to obtain any evidence that the steam emissions could generate or influence any meteorological condition which would adversely affect aeronautical operations. The Pennsylvania Aeronautics Commission /

2 Weropolitan Edison Co. agreed to work together to determine if a problem would be generated and further agreed that should a problem develop that they would work together to seek a reasonabic solution.

The aerocautical study, under FAR, Part 77, disclosed that the proposed cooling tcwers would have no adverse affect on aeronautical operations, procedures or einimum flight altitudes.

Therefore, pursuant to the authority delegated to me, it is found that the

. structures would have no substantial adverse affect upon the safe and efficient utili::ation of navigable airspace and it is hereby determined that the structure would not be a hazard to air navigation provided the structure is obstruction marked and lighted in accordance with FAA standards.

This determination is effective and beccces final on June 2,1968, unless a petit. ion for review is filed under Section 77.37. If a petition is filed, further notice will be given and the determination will not beccme final pending disposition of the petition.

Petitions for discretionary review must be filed in triplicate with the Chief, Obstruction Evaluation Branch, Federal Aviation Administration, Washington, D. C. 20553, within 30 dayo after the date of issuance and

=ust contain a full statement of the basis upon which it is made.

This determination expires on December 21, 1969, unless otherwise extended, revised or terminated.
