1.0 Purpose and Scope

i V ,

i 4 This change is part of a larger effort to improve the quality of the water processed by the I

l miscellaneous waste evaporator. The purpose of this configuration change is to install t I

several pieces of equipment and piping which will remove oil and accumulated solids from

the auxiliary building sump which contributed to high sulfur problems in the reactor 4

coolant bleed tanks in the past. The configuration change will also install piping changes to ,

create a path to send several sump drains to the auxiliary building sump instead of directly  !

to the miscellaneous waste storage tank and provide connections for several river water j i- coolers to return river water to the river dunng mamtenance.

! The equipment in the auxiliary building sump will' include an oil skimmer to collect any oil [

j that gets into the sump, A recirculation piping assembly will be installed in the sump to l i agitate solids, so that they can be filtered out, before being sent to the miscellaneous waste - '!

storage tank. The recirculation piping assembly will be installed in a new branch line on j f the 4" discharge line of the existing sump pumps. A filter housing with multiple filter  ;

j elements will be installed inside the sump as part of the recirculation piping assembly to l ollect solids entrained while recirculating the sump water, A hose connection will be  !

!. installed off of the recirculation line to provide a hand-held hose capability for cleaning in '

the sump.  !

Some new piping will be installed to allow routing of several sumps' drains to the auxiliary--  !
building sump in addition to the current routing to the miscellaneous waste storage tank.

l These sumps are the Tendon Access Gallery sump, Borated Water Storage Tank sump, j, Heat Exchanger Vault sump and the Spent Fuel Pit Room sump. '

[ Quick disconnect fittings will be installed on the Decay Heat Closed Cooling water and j Intermediate Closed Cooling water river water heat exchangers in the heat exchanger i vault. This will allow river water to be returned to the river during heat exchanger i maintenance instead of draining the water to the Heat Exchanger Vault sump.

3.28 Pull / termination r,heet TV 45 l 4.0 Ouality Assurance Reauirements 4.1 This corrective change is classified as Regulatory Required. The GPUN Operational I Quality Assurance Plan (Ref. 3.2) shall apply to the work as described in the specification Piping in the auxiliary building sump and piping in the Auxiliary building will be seismic class II as shown-on construction drawings.

The river water drains are classified as Other and seismic class III in accordance with Reference 3.17.

The oil skimmer and the receptacle cir.cuit which powers it are classified as Other.

4.2 Painting and coating of exterior carbon steel surfaces shall be classified as "Other". The GPUN OQAP does not apply.

4.3 All new and modified piping components shall be supplied and maintained in a Class C cleanliness condition as defined by ANSI N45.2.1 (Ref. 3.19).

l 5.2 Install supports in accordance with associated constmetion drawings. Drilled-in concrete anchors shall be installed in accordance with approved site procedures except as shown on l the construction drawings. Hilti Kwik bolt 11 installation shall conform to reference 3.15.

5.3 Exterior surfaces of carbon steel components shall be prepared and painted in accordance with SP-9000-06-003 (Ref 3.11). -

5.4 Stmetural steel shall be as specified on the bill of material, Reference 3.3, and shall be traceable to specification and grade via purchase order number.

5.5 The piping installed by this configuration shall meet the design, fabrication, installation and inspection requirements of ANSI B31.1-1967 Reference 3.20 and ES-001, Reference 3.5.

5.6 All pressure boundary material to be welded shall be maintained traceable to PO number, spec and grade.

5.7 Cutting of re bar shall be done in accordance with plant procedure 1440-Y-10.

6.0 Dnignpescription ,

6.1 The current system flow diagrams are shown on Ref 3.16 and 3.17.

6.2 The Piping contains rad waste with a design pressure cf 150 psi and a design temperature of 2007 (Reference 3.4). The piping class is N-3 and seismic class II for the affected

6710-96-2081 Attachment 6 Page 12 of 14 T1-CCD-412680-001 Rev. O Page 5 of 7 radwaste system piping. The river water piping class is C and seismic class III for piping downstream of the drain isolation valves.

6.3 The new equipment will be powered from an existing 120 volt receptacle circuit located in the sump. The existing 20 amp circuit breaker for this circuit will be replaced with a 30 amp breaker, which is presently an installed spare in the breaker panel. The 30 amp breaker will provide adequate protection for this circuit because the existing circuit is

  1. 10AWG wire. A remote switch will be installed outside the sump to provide ON/OFF operation of the skimmer without entry into the sump.

6.4 The fittings installed on the river water drains are Other class and will be installed with threaded joints. The drain valves on these lines represent the system pressure boundary and therefore threaded and Other class are appropriate.

7.0 Installation Soecifications 7.1 The Auxiliary building sump. system will remain in service until the final tie-in of the sump piping. Install the sump recirculation piping and components in accordance with construction drawings. The existing piping in the radwaste system is A316 type 304.

Socket welded ball valves shall be disassembled prior to welding.

Filter elements installed initially will be twelve 30",25 micron polypropylene elements per Keystone Filter Division Bulletin 08FP02 or equivalent.

7.2 New supports shall be installed in accordance with the construction drawings Reference 3.8 and 3.9-7.3 Install the river water drain hose connections in accordance with the construction drawing Reference 3 10.

7.4 Quick disconnect fittings are required at the following river water drain valves: DR-V-12A/B.13 A/B,14A/B, NR-V-26A/B and NR-V-40A/B.

7.5 Mount the equipment box for the river water hoses and pump provided by Operations / Chemistry in the heat exchanger vault as shown on construction drawing, Reference 3.10.

7.6 Install the oil skimmer in accordance with construction drawing Reference 3.9. Perform electricalinstallation as directed in section 7.8 of this document. Cut holes in the sump 1 grating in accordance with construction drawings to allow the skimmer collector tube to 0

7.7 Install the piping to route the Tendon Access Gallery sump, Borated Water Storage Tank sump, Heat Exchanger Vault sump and Spent Fuel Pit sump drains in accordance with construction drawing Reference 3.6. The existing piping in the radwaste system is A316 type 304. .

7.8 Core bores shall be drilled in accordance with construction drawing Reference 3.8. Seal the core bore as a fire barrier in accordance with plant procedures using BOM material item 25 for Reference 3.6. .

7.9 Electrical Installation -

7.9.1 Install a TV camera and coax cable in accordance with pull / term. sheet TV45 and construction drawing Reference 3.24. Field to determine exact location for mounting camera to best observe skimmer operation as directed in Reference 3.24. j The TV monitor outside the sump will be installed by Operations at a later date.  ;

7.9.2 At AC Distribution Panel AB-4, open breaker #6 and interchange it with spare 30 amp breaker #25,in accordance with GPUN drawing IC-573-15-1000, Reference j 3 23. -

i NOTE: Perform the following steps in accordance with GPUN drawing ID-573 1000, Reference 3.24.

i 7.9.3 Replace the receptacle circuit "LB" condulet body, located on the north wall of the j Auxiliary Building sump, with a terminal box with terminal 'strip. i 7.9.4 Install 3/4" flexible conduit from the new terminal box to the oil skimmer terminal box. ,

1 7.9.5 Install three,1/c #10AWG wires from the terminal box to the oil skimmer, and j connect the new equipment and existing receptacle circuit, in accordance with pull / term. sheet CP1088 and manufacturer's instructions.

7 9.6 Install 3/4" conduit, #10AWG wire and an ON/OFF selector switch for remote skimmer operation, in accordance with GPUN drawing 1C-573-12-1000 and pull / term. sheet CP1087. Route the conduit through the 5" core bore hole in which the Tendon Access Gallery sump line runs.

Rev. O Page 7 of 7 80 Iestine Reauirements/ Documentation 8.1 Structural welding inspection shall be performed as identified below.

a 8.1. .l All carbon steel structural welds shall be inspected to the provisions of the VWAC standard as contained within the GPUN Weld Program Manual Reference 3.12. ,

8.1.2 All stainless steel structural welds shall be inspected by Site QV to ensure weld size, length and location to the governing weld detail requirements; to ensure thorough fusion, no cracks, and no weld undercut greater than 1/32" and to verify l

the applicable good workmanship requirements contained within the GPUN '

General Welding Standard.

8.2 Perform an inservice leak check of the new river w;ter drains in accordance with ANSI B31.1 Reference 3.20. The threaded joints are outside the system pressure boundary.

8.3 Perform an inservice leak check of the new sump piping components in accordance with ANSI B31.1 Reference 3.20. This piping inside the sump is subject to pressure ofless than 50 psi from the discharge of the installed pumps. The isolation for a hydro would involve diaphram valves and the piping is open at the bottom of the sump which is not accessible for work such as a hydro due to radiological dose conditions.

t 84 The oil skimmer shall bc energized prior to installation to verify operation of electrical components. Following installation the skimmer shall be functionally tested to verify proper operation.

8.5 Perform an inservice leak check of the new sump piping from the Tendon Access Gallery sump, Borated Water Storage Tank sump, Heat Exchanger Vault sump and Spent Fuel Pit sump drains in accordar.ce with ANSI B31.1 Reference 3.20. The system diaphram valves should not be subjected to a hydro to test this work.

8.6 Perform preoperational startup testing of the modified electrical equipment in accordance ,

with Reference 3.14.
