DOCKETS 50-266 and 50-301 IMPLEMENTATION OF NUREG-0578 POINT BEACH NUCLEAR PLANT, UNITS 1 and 2 The attachments to this letter supplement and modify our responses concerning implementation of NUREG-0578 which were submitted on October 20 and November 27, 1979.

This letter concerns Items 2.1.7.b, 2.2.1.b, and 2.2.2.a and confirms telephone discussions with Messrs. Trammell and Olshinski on December 14, 1978.

Confirming the December 4, 1979 telephone conversation between Mr. C. Trammell of your staff and our Dr. E. J. Lipke, it is our intent to provide alarms in addition to the existing position indication for the power-operated relief valves for both units at Point Beach Nuclear Plant by January 1, 1980.

We understand that these modified responses satisfy presently outstanding concerns related to the implementation of NUREG-0578 requirements at the Point Beach Nuclear Plant.

2.1.7.b AUXILIARY FEEDWATER FLOW INDICATION TO STEAM GENERATORS FOR PWR'S Commitment The flow indication instrumentation described in the Octob3r 20, 1979 submittal will be installed by January 1, 1980.

The operator presently has auxiliary feedwater pump discharge pressure indication available in the control room. This configuration of flow and pressure will provide the capability in the control room to ascertain the actual performance of the auxiliary feedwater system.

Additional flow instrumentation will be installed to indicate the auxiliary feedwater flow going to each stea, generator.

This instrumentation will be safety grade and installed by January 1, 1981. The design of this system will meet the requirements as clarified in the NRC October 30, 1979 letter.

2.2.1.b SHIFT TECHNICAL ADVISOR Commitment A Technical Advisor will be available at all times to be capable of being in the control room within ten minutes of being called to report to that location. During non-working hours, this Advisor will be either in the plant or in close proximity, such as in the Energy Information Center, immediately adjacent to the plant. Procedure (s) will be provided specifying that the Duty Technical Advisor shall report directly to the control room in the event of an accident, but shall have no direct manipulative responsibilities or functions in the control room during an emergency. The Duty Technical Advisor shall be provided with constant means of communication with the control room. Initially, the designated Duty and Call Technical Advisors will be engineers.having a minimum bachelor cf science degree.

2.2.2.a CONTROL ROOM ACCESS Commitment The policy described in our letters of October 20 and November 27, 1979 will be modified to include the following regarding the number of NRC personnel to be granted access:

"NRC personnel access will be limited and controlled as agreed between the senior Wisconsin Electric official on site and the senior NRC person on site."
