DOCKET NOS. 50-266 AND 50-301 TECHNICAL SPECIFICATION CHANGE REQUEST NO. 76 AUXILIARY FEEDWATER PUMP REQUIREMENTS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 In accordance with the provisions of 10 CFR Part 50.59, Wisconsin Electric Power Company (Licensee) hereby submits an application for amendments to Facility Operating Licenses DPR-24 and DPR-27 for the Point Beach Nuclear Plant, Units 1 and 2, respectively. The purpose of these amendments is to incorporate certain changes into the Point Beach Technical Specifications, as requested by the Nuclear Regulatory Commission, to further limit the unavailability of auxiliary feedwater (AFW) pumps.

In response to requests from the NRC in correspondence dated September 21, 1979 and May 16, 1980, Licensee proposed in a letter dated July 8, 1980 revised Technical Specifications for the AFW system at the Point Beach Nuclear Plant. These proposed revisions addressed the minimum requirements for AFW system operability prior to unit criticality and specified maximum inter-vals for reduced system availability. In a telephone call with members of your staff on April 1, 1982, Licensee agreed to modify these proposed Technical Specification changes and to forward this formal license amendment application.

The attached proposed Technical Specification pages '

2. Specification 15.3.4.C is revised to require the associated unit to be shut down if a turbine-driven AFW pump is taken out of service and cannot be restored to service within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. The revised specification also requires that both units be shut down if a motor-driven AFW pump is taken out of service and cannot be restored to service within seven days.

As discussed during the telephone call on April 1, Licensee requests that the effective date of these proposed Technical Specifications be no earlier than 120 days from the date of this letter. Licensee requires this time interval to ensure that sufficient spare parts are available to permit major motor-driven AFW pump repairs within the seven days permitted by the revised Technical Specifications.

Licensee has previously been advised by the NRC that this license amendment application constitutes a Class III approval request as defined in 10 CFR Part 170.22. A duplicate review for the second Point Beach unit constitutes a Class I approval. Accordingly, we have enclosed a check drawn in the amount of $4,400 for these license mnendment approval fees.

As specified in the Commission's regulations, enclosed are three signed originals and, under separate cover, 40 copies of this license amendment application. Please contact us if you have any additional questions concerning this subject.
