SEISMICQUAOFICATIONOFTHEAUXILIARYFEEDWATERSYSTEMAT POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 -

On February 10, 1981, the NRC staff issued Generic Letter 81-14. Seismic Qualification of Auxiliary Feedwater Systems, to all operating Pressurized Water Reactor licensees. You responded to Generic Letter 81-14 by letters dated July 16, 1981, May 4 and December 15, 1982, February 11- 1983, January.

31 and December 4,1984. The staff completed its initial review of your responses on January 16, 1985. In that letter the staff transmitted our initial status report and Technical Evaluation Report (TER) from our '

contractor Lawrence Livermore National Laboratory. The staff's status report noted deficiencies with regard to the information supplied relating to Auxiliary Feedwater System power supplies, water sources, structures and initiation / control systems.

On March 28, 1985, a meeting was held to discuss the open items in the staff's. status report. Your April 26, 1985 letter provided a summary of your responses to NRC staff comments relating to the open items. Your responses-adequately addressed all open items except: (1) the potential failure of the non-seismic generator room condensate storage roof (impact on the tanks andgenerators) diesel subsequentand flooding)of the diesel (2 the potential for failure of the facade structures around the Unit 1 and 2 containments.

Members of the staff and our consultant, Brookhaven National Laboratory, conducted a site and corporate office visit on November 20, 1985 to obtain additional information related to these remaining concerns. The staff's findings are contained in the enclosed Safety Evaluation (SE) and attached TER.

o Our SE addresses all concerns and open items identified in our January 16, 1985 status report.

In response to a concern that flooding of the diesel generator room roof from the condensate storage tanks could introduce water into-the diesel generator room and subsequently onto the diesel generator control panels via the ceiling air intake, members of your staff have indicated that modifications are currently. underway to protect the control panels and address this concern.

As discussed with and agreed.to by your staff, we request that you notify us when these modifications are complete and include a confirmatory analysis showing how these modifications address the: staff's concern.

The' reporting and/or recordkeeping requirements ~ contained in this letter affect fewer than ten respondents, therefore, OMB clearance is not required under P.L.96-511.
