REQUEST TO POSTPONE INITIATION OF DECOMMISSIONING OF THE CENTRIFUGE ASSEMBLE BUILDING (DOCKET NUMBER 70-3103)

Dear Mr. Medina:

In response to your letter (LES-19-024-NRC) dated February 25, 2019, (Agencywide Documents Access and Management System [ADAMS] Accession Number ML19060A065),

Louisiana Energy Services, LLC, doing business as URENCO USA (UUSA), requested a postponement in the initiation of decommissioning the Centrifuge Assembly Building (CAB).

With this postponement, the U.S. Nuclear Regulatory Commission (NRC) finds good cause to grant the request. The CAB is a relatively new building which became operational in 2010.

Constructed to modern building codes, the CAB has been inspected numerous times with no significant issues. In addition, the CAB, as a building, will need to remain intact and maintain sufficient facility systems to support possible future operations.

Therefore, the NRC staff finds that granting the request is not detrimental to the public health and safety and is otherwise in the public interest. With UUSAs CAB principal activities ceased as of October 1, 2018, the new initiating CAB decommissioning date is set for October 1, 2020, which will begin the 24-month period of inactivity, as per Title 10 of the Code of Federal Regulations (10 CFR) Paragraph 70.38(d), Expiration and Termination of Licenses and Decommissioning of Sites and Separate Buildings or Outdoor Areas.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from ADAMS. ADAMS is accessible from the NRC Web Site at http://www.nrc.gov/reading-rm/adams.html.
