LOUISIANA ENERGY SERVICES, LLC, - AMENDMENT 103 - APPROVAL OF REVISION TO INFORMATION SYSTEM SECURITY PLANS AND LICENSE AMENDMENT REQUEST 23-10

Dear Paul Lorskulsint:

By letter dated December 26, 2023 (Agencywide Documents Access and Management System

[ADAMS] Accession No. ML23360A771) and supplemented by letter dated March 2, 2024 (ML24065A114), Louisiana Energy Services, LLC (LES) dba Urenco USA (UUSA), requested the U.S. Nuclear Regulatory Commissions (NRCs) approval of an amendment to Special Nuclear Materials License 2010 (SNM-2010) to revise license condition (LC) 10 and approval of revisions to the Information System Security Plans (ISSPs). UUSA desired to combine the Classified Operations System, Enhanced Training System, and Baseline Common Control Catalog ISSPs into one ISSP: Classified Systems Information System Security Plan.

The NRC staff has completed its review of the submittal and finds that the substantial changes proposed are in accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Sections 95.15 and 95.49, and do not decrease the effectiveness of the ISSPs.

The new combined ISSP will be added to the licensing basis documents listed in SNM-2010. As a result, LC 10.ab, LC 10.ad, and LC 10.ae that previously addressed the respective ISSPs individually will be deleted.

Therefore, the revision to the ISSPs and License Amendment Request 23-10 are approved and sub-paragraph ai to LC 10 of SNM-2010 will be added as follows:

ai. Urenco USA Facility, Classified Systems Information System Security Plan (UUSA-ISSP-Classified Systems), dated December 26, 2023 (ML23360A771).

Enclosures 1 and 2 transmitted by this letter contain Security Related Information. When separated from Enclosures 1 and 2, this letter and Enclosure 3 are decontrolled.August 9, 2024 OFFICIAL USE ONLY-SECURITY RELATED INFORMATION

Additionally, NRC staff recognized the need to include a new LC in SNM-2010 to address the new Enrichment Technology Company (ETC USA) ISSP. The NRC approved the ETC USA ISSP by email dated February 12, 2024 (ML24043A162). An LC tying the ETC USA ISSP into SNM-2010 was not added at the time of approval. As such, sub-paragraph ah to LC 10 will be added to SNM-2010 as follows:

ah. ETC USA Information System Security Plan (ISSP) for the Centrifuge Assembly Building Classified Network dated August 7, 2023 (ML23220A008), as revised by letter dated December 18, 2023 (ML23353A061).

The above changes are documented in Amendment 103 to LES Materials License SNM-2010 and are attached to this letter as Enclosures 2 (non-public) and 3 (public).

Because all the activities noted above involve administrative actions, the NRC staff determined that the proposed activities do not individually or cumulatively have a significant effect on the human environment. Therefore, in accordance with 10 CFR paragraph 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this action.
