AMENDMENT 104 - APPROVAL OF LICENSE AMENDMENT REQUEST 24-02, REVISION 14 OF THE MOVEMENT PLAN FOR TRANSPORTATION OF CLASSIFIED CENTRIFUGE COMPONENTS AND/OR MATERIALS BETWEEN TRIPARTITE COUNTRIES AND THE TREATY PARTNERS US AND FRANCE

By letters dated June 12, 2024, (Agencywide Documents Access and Management System
[ADAMS] Accession Nos. ML24165A275), Louisiana Energy Services (LES), LLC dba Urenco USA, requested the U.S. Nuclear Regulatory Commission (NRC) approval of an amendment to Materials License SNM-2010 to revise License Condition 10.k and approval of Revision 14 of the Movement Plan for Transportation of Classified Centrifuge Components and/or Materials between the Tripartite Countries and the Treaty Partners U.S. and France.
The NRC staff has completed its review of the above submittals and find that the changes proposed are in accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Section 95.39(e), and do not decrease the effectiveness of either Standard Practice and Procedures Plan. Therefore, license amendment request 23-03 is approved and License Condition 10.k of SNM-2010 will be amended as follows:
- k. Movement Plan for Transportation of Classified Centrifuge Components/Materials between Tripartite Countries and the U.S. dated February 26, 2008, as revised by letter dated December 8, 2017; June 24, 2023 (ML23177A054); and June 12, 2024 (ML24165A275).
Enclosures 1 and 2 transmitted by this letter contain Security Related Information. When separated from Enclosures 1 and 2, this letter and Enclosure 3 are decontrolled.October 22, 2024 OFFICIAL USE ONLY-SECURITY RELATED INFORMATION

The above changes are documented in Amendment 104 to LES Materials License SNM-2010 and are attached to this letter as Enclosures 2 and 3.
Because all the activities noted above involve administrative actions, the NRC staff determined that the proposed activities do not individually or cumulatively have a significant effect on the human environment. Therefore, in accordance with 10 CFR paragraph 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this action.
In accordance with 10 CFR Part 2 Agency Rules of Practice and Procedure, a copy of this letter and Enclosure 3 will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of NRCs ADAMS.
