October 27, 1992 U. S. Nuclear Regulatory Commission Serial No.92-671 Attention: Document Control Desk NO/ETS:vlh Washington, D. C. 20555 Docket Nos. 50-280 50-281

  • License Nos. DPR-32 DPR-37 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 INSERVICE INSPECTION PROGRAM SECOND TEN YEAR INTERVAL CODE CASE N-481 Surry Power Station Units 1 and 2 are currently in the third period of their second ten year lnservice Inspection interval. The Code of reference for each unit is the 1980 Edition, Winter 1980 Addendum of ASME Section XI. Table IWB-2500-1, Examination Category 8-L-1, Item 812.10, of this Code requires that a volumetric examination be performed on a reactor coolant pump casing weld for each unit. A complete disassembly of the pump is required to perform this volumetric inspection. Code Case N-481 provides approved-alternative requirements based on a fracture mechanics based integrity evaluation of the pump casing.

Regulatory Guide 1.147, "lnservice Inspection Code Case Acceptability ASME Section XI Division 1," Revision 9, dated April 1992, approved Code Case N-481, "Alternate Examination Requirements for Cast Austenitic Pump CasingsSection XI, Division 1."

Surry intends to incorporate the recently approved Code Case N-481 into its second interval lnservice Inspection Program and implement those requirements in lieu of the requirements of Item 812.1 O of the Code. As required by Code Case N-481, we are submitting the evaluation which demonstrates the safety and serviceability of the reactor coolant pump casing for your review. WCAP-13127 is attached.

Very truly yours, JJA/-t~
