BROWNS FERRY NUCLEAR PLANT (BFN) I UN TS 1 r 2 r AND 3 DOCKET NOS 50 259 r 260 r AND 296 FACILITY OPERATING LICENSE DPR-33, 52, AND 68 LICENSEE EVENT REPORT (LER) 50-296/98001 The enclosed voluntary report provides details concerning an issue that was discovered by TVA while performing analysis in support of a 5 percent power uprate license amendment.

Through utilization of a different computer code than the current licensed basis for environmental qualification of equipment, TVA's computer modeling indicated that certain sensors may not detect all pipe breaks.

On January 21, 1998, TVA made an Emergency Notification System one hour Non-Emergency telephone call to the NRC operations center, notifying them of an event that resulted in a nuclear power plant being in an unanalyzed condition that significantly compromised plant safety.

Further review determined that an unanalyzed condition significantly compromising safety did not exist and TVA subsequently withdrew the one-hour notification.
