SUMMARY

DESCRIPTION OF ITS/ITS BASES CHANGES PROPOSED TECHNICAL SPECIFICATIONS (TS) - 362 IMPROVED STANDARD TS (ITS) SUPPLEMENT TO ITS SECTION 3.1 TVA is submitting a proposed supplement to TS-362 for ITS Section 3.8, ELECTRICAL POWER SYSTEMS. This supplement makes several changes associated with NRC comments on Section 3.-8 and incorporates minor changes resulting from an internal TVA review. A synopsis of the ITS and ITS BASES changes is provided below.

LCO 3.8.1 Action F and Associated Bases A Note has been added to clarify that the Condition is only applicable when more than one shutdown board is affected.

The situation where only one shutdown board is affected is covered by Condition G.

LCO 3.8.1 Action G and Associated Bases Condition G was added to address the situation. where both one required offsite circuit and one DG are inoperable, which affects only one 4.16 kV shutdown board. The Note clarifies the applicability. The Required Action is to declare the affected 4.16 kV shutdown board inoperable immediately. This, in turn, requires entry into LCO 3.8.7, which provides the appropriate restrictions for the affected 4.16 kV shutdown board. LCO 3.8.1 Conditions and Required Actions continue to apply until the required offsite circuit and DG are made OPERABLE.

LCO 3.8.2 Actions A and B and Associated Bases Removed Note from Condition A and added it to Condition B.

This note indicates that when this condition is entered with no AC power to any required. 4.16 kV shutdown board, ACTIONS for LCO 3.8.8 be entered immediately. .This Note allows Condition B to provide requirements for the loss of the offsite circuit whether or not a division is de-energized.

LCO 3.8.8 provides the appropriate restrictions for the situation involving a de-energized 4.16 kV shutdown board.

LCO 3.8.7 Actions A and B and Associated Bases Added a Note which redirects condition entry if results in no power source to supplied boards. This is ent:ry necessary because LCO 3.0.6 would not require the appropriate actions to be performed.

LCO 3.8.7 Action D and Associated Bases Added Completion t:ime of 12 days from discovery of failure to meet LCO to be consistent with other LCO Conditions.

LCO 3. 8. 7 Action F and Associated Bases Condition F was added to differentiate between any two 4.16 kV shutdown boards being inoperable versus both boards in the same division being inoperable. This means Condition F applies when A and B or C and D (3EA and 3EB or 3EC and 3ED for Unit 3) shutdown boards are inoperable unless this results in a 480 volt board being de-energized. In this case, the Note would direct application of another Condition. The Bases support this Condition since the remaining operable division is capable of minimum safety functions necessary to shutdown the reactor and maintain it: in a safe condition assuming no single failure.

LCO 3.8.7 Action G and Associated Bases This Action implements the change to LCO item g to support operability of safety functions of SGT and CREV Systems.

LCO 3.8.1 Bases Several minor changes were made to the Bases to clarify the assignment of shutdown boards to specific divisions of electrical power and the operability requirements associated with the alignment.

Revised discussion of qualifications of offsite power supplies to clarify qualification requirements for Athens and Trinity 161 kV lines to be considered operable.

In addition, clarified that the inability to supply qualified offsite power to a shutdown board from a shutdown bus constitutes the failure of only one offsite circuit as long as offsite power is available to the other division's shutdown boards.

Added an example under Bases for LCO Actions A.2 and B.2 for inoperable pumps without a qualified offsite power supply or DG.

LCO 3.8.2 Bases Revised discussion of qualifications of offsite power supplies to clarify qualification requirements for Athens and Trinity 161 kV lines to be considered oper'able.

LCO 3.8.7 Bases Added discussion on 480 V RMOV Boards A, B and C operability requirements. For these boards, the individual inoperable loads would be separately considered and the appropriate LCO condition taken for affected equipment.

LCO 3.8.8 Bases Clarification added for a unit in MODE 4 or 5 which states that AC and DC boards may be considered operable if on alternate feeds provided the restrictions on the applicable drawings are met.

In addition, other minor non-intent editorial changes were made for clarification purposes.
