~e December 7, 1979 Di".'ectx, Office of Inspec:ioa and Enforcement U.S. nuclear Regulatory Commissio:.

'lasnittgton, D. C. 2QSSS The attached notices have been sent to'the 13 purchases of certain of

~ our NH model Milliampere Hydramotor Actuators.

The actuators referred to do not qualify as "basic components" since they are no used in the containment area. Moreover, we have riot received any notification of a failure of an actuator, installed on a site, to perform its intended function. .'uclear

%f0 believe Gnat the sa.ety factors u.ili-ed by the u"ers of thcs actuators is more than sufficient to a11ow for some reduction in the actuator force output.

In addition, our best knowledge is that the purchasers of the..e actuators assemble them to theat product and test tnem for performance adt.'.t,uacy prior to nuclear plant installation. If they pass this performanct test, our best judgement 'is that th y wiQ continue to func'iort in the "arne manner.

Althou h v-'e do not believe this to be a safety related defect, vIe are notifying the purchasers because we are not aware of all the appltcatio;.:;

of these actua4ors.

Sincerely R.:L. Qormella, Director Quality Assurance & Reliability Q. Jl. DEPT.

NATURE Or DrrECT:

'One cortain spr/ng, part numb'cr 17443A, used in some NH91, 92, 93, 94, 95, 96 and 90 Milliampere Hydramotor Actuators has been discovered to be manufactured from the i'ncorrect material. lt docs not possess the

.designed strength and wil), upon actuation of a greator than 3" stroke, take a pcrmancnt ct. Thl.s results in a decreased force output of approximately 160,", at all compressed positions.

'When these aforementioned actuators are subjected to an electrical input control signal of zero, the actuator output does not develop the published force when the output shaft is moved to its full position.

1. All defective springs and corrosponding actuators have been rajected

,and placed on hold.

2~ All futuro recoipts "of the spring, part nunber 17'443A, will be inspected to assure correct charactoristics.

External Materials to correct >his condition are availaole upon notification that the published forces are required in your application.

ADVICE:

If the unit has passed your initial tests and perform its intended function.

during its normal operation, our investigations support th conclusion that it will continue to function in the same manner because the spring will not exhibit any further loss of force.
