SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 - EVALUATIONOF GENERIC LETTER 96-05 RESPONSE (TAC NO. M97053)

Dear Mr. Scarola:

On September 18, 1996, the NRC issued Generic Letter (GL) 96-05, "Periodic Verification of Design-Basis Capability of Safety-Related Motor-Operated Valves." GL 96-05 requested that each nuclear power plant licensee establish a program, or ensure the effectiveness of its current program, to verify on a periodic basis that safety-related motor-operated valves (MOVs) continue to be capable of performing their safety functions within the current licensing bases of the facility.

On November 18, 1996, you submitted a 60-day response to GL 96-05 notifying the NRC that you would implement the requested MOVperiodic verification program at the Shearon Harris Nuclear Power Plant (HNP). On March 14, 1997, you submitted a 180-day response to GL 96-05 providing a summary description of the MOV periodic verification program planned to be implemented at HNP. On June 12, 1998, you updated your commitment to GL 96-05.

Finally, on May 28, 1999, you provided a response to a March 9, 1999, NRC request for additional information regarding GL 96-05.

The NRC staff has reviewed your submittals and applicable NRC inspection reports for the MOV program at HNP. The staff finds that you have established an acceptable program to periodically verify the design-basis capability of the safety-related MOVs at HNP through your commitment to all three phases of the Joint Owners Group Program on MOV Periodic pq" O,4
