This interim LER is being submitted per 10CFR50.73(a)(2)(ii)(B), a condition that resulted in the nuclear power plant being outside its design basis.Section III.O of 10CFR50 Appendix R requires reactor coolant pumps to be equipped with an oil collection system capable of collecting lube oil from potential oil leakage sites. The intent of the requirement is to reduce the fire hazard due to possible oil contact with ignition sources.

There have been locations identified on the RCP motors in both units where a leak may not be captured by the oil collection system. This does not appear to significantly compromise plant safety because two of the potential leak points are above the normal oil level and the third does not have a direct leak path to hot surfaces because metal non-combustible mirror insulation is installed on reactor coolant system piping proximate to the reactor coolant pump. The lube oil has a flash point of approximately 425 degrees and the mirror insulation maximum surface design temperature is approximately 140 degrees.

The lack of a drip pan on these potential leak points is not in literal compliance with the requirements stated in Appendix R Section III.O. An exemption from certain Appendix R Section III.O requirements was granted by the NRC on December 23, 1983. However, the exemption request, and the associated NRC SER, did not address the issue of drip pans under all possible oil leakage sites. No documentation has been located to establish that the exemption requested by AEP or granted by the NRC was intended to cover this design variance from Appendix R requirements.

This condition will continue to be evaluated and appropriate corrective actions will be initiated. An update to this interim LER will be submitted by May 11, 1998.
