OF FEBRUARY 5, 2016, PUBLIC MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING WATTS BAR NUCLEAR PLANT, UNIT 1, LICENSE AMENDMENT REQUEST TO INCREASE TRITIUM PRODUCTION (CAC NO. MF6050)

On February 5, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Tennessee Valley Authority (TVA) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a license amendment request (LAR) to increase the maximum number of tritium-producing burnable absorber rods (TPBARs) permitted to be loaded into the reactor core at the Watts Bar Nuclear Plant (WBN), Unit 1. The meeting notice and agenda, dated January 7, 2016, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML16021A349. Representatives from the Department of Energy also attended the meeting. A list of attendees is enclosed.

The March 31, 2015 LAR (ADAMS Accession No. ML15098A446), proposed to increase the number of TPBARs allowed to be loaded from 704 to 1,792. TVA supplemented its March 2015 submittal with letters dated May 27, 2015, and June 15, 2015 (ADAMS Accession Nos. ML15147A611 and ML15167A359, respectively). The NRC staff identified several outstanding technical issues in TVA's response dated December 22, 2015 (ADAMS Accession No. ML16054A661 ), to the staff's request for additional information issued on October 2, 2015 (ADAMS Accession No. ML15278A048). The outstanding issues related to demonstrating the adequacy of TVA's tritium control and monitoring to ensure onsite exposures will not result in occupational doses above Title 10 of the Code of Federal Regulations Part 20 limits, and demonstrating that effluent releases under the proposed design-basis assumptions will not exceed the dose limit to a member of the public. These issues were communicated to TVA by e-mail dated January 14, 2016 (ADAMS Accession No. ML16053A023).

TVA's presentation (ADAMS Accession No. ML16063A025) included a brief summary of the tritium production program background and previous amendments related to tritium production at WBN, Unit 1. The presentation also addressed operating experience, monitoring programs, the proposed tritium source term in the current amendment request, and liquid waste management.

TVA's presentation included information regarding its plans to supplement the submittal. TVA stated that the tritium control and monitoring program and the proposed design-basis source

term would be revised to address the staff's outstanding issues. In response to a question from the staff, TVA indicated that the proposed source term for the evaluation of accidents in the current submittal would not be changed.

TVA indicated it was in the process of evaluating its schedule for providing the supplement and would give the anticipated date for providing the supplement when this evaluation has been completed. Subsequent to the meeting, TVA informed the staff that it would provide the supplement no later than March 31, 2016.

Members of the public were not in attendance and no Public Meeting Feedback forms were received.
