CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT- ISSUANCE OF CONFORMING AMENDMENT RE: DIRECT TRANSFER OF FACILITY OPERATING LICENSE NO. DPR-72 FROM EIGHT MINORITY CO-OWNERS TO DUKE ENERGY FLORIDA, INC. (CAC NO. MF5210)

Dear Mr. Hobbs:

By Order dated May 29, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15121A570), the U.S. Nuclear Regulatory Commission (NRC or the Commission) approved a license transfer of the 6.52 percent combined ownership share in Crystal River Unit 3 Nuclear Generating Plant (CR-3) held by eight minority co-owners to Duke Energy Florida, Inc. (DEF or the licensee), for Facility Operating License No. DPR-72, and approved a conforming amendment, pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Sections 50.80, Transfer of licenses and 50.90, Application for amendment of license, construction permit, or early site permit, to reflect the removal of the eight minority co-owners from the license. The Order was published in the Federal Register on June 8, 2015 (80 FR 32416). By letter dated October 5, 2015 (ADAMS Accession No. ML15280A474), the licensee notified the NRC of the October 30, 2015, closing date for the license transfer.

Accordingly, the Commission has issued the enclosed Amendment No. 248 to Facility Operating License No. DPR-72 for CR-3 (Enclosure 1). This conforming amendment reflects the direct transfer of the 6.52 percent ownership share to DEF. The safety evaluation supporting the conforming amendment was enclosed with the Order issued on May 29, 2015. contains two signed originals of Amendment No. 8 to Indemnity Agreement No. B-54, which is required because of the name change on the license in connection with the DEF purchase of the 6.52 percent ownership share. Please sign both copies and keep one of these originals for your records. Please send one original to the NRCs document control desk for proof of acceptance within 30 days of the date of this letter.

1. The Nuclear Regulatory Commission (the Commission) has found that:

A. The application for amendment to the Crystal River Unit 3 Nuclear Generating Plant (the facility) Facility Operating License No. DPR-72 filed by Duke Energy Florida, Inc., et al. (the licensees), dated November 7, 2014, as supplemented by letters dated April 30, and October 5, 2015, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B. The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C. There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and Enclosure 1

E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

2. Accordingly, the license is hereby amended as indicated in the attachment to this license amendment
3. This license amendment is effective as of its date of issuance and shall be implemented within 60 days of issuance.

The name Florida Power Corporation is deleted wherever it appears in the agreement and substituted in lieu thereof by the name:

Except for Seminole Electric Cooperative, Inc., all of the following signatories are to be deleted from the agreement: City of Alachua; City of Bushnell; City of Gainesville; City of Kissimmee; City of Leesburg; City of New Smyrna Beach and Utilities Commission; City of Ocala; Orlando Utilities Commission and City of Orlando; Sebring Utilities Commission; and City of Tallahassee.

Item 1 of the Attachment to the indemnity agreement is modified by deleting the name Florida Power Corporation, wherever it appears in the agreement and substituted in lieu thereof by the name:
