OPERATOR LICENSING EXAMINATION APPROVAL

Dear Mr. Harkness:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Perry Nuclear Power Plant.

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications submitted in connection with this examination and separately provided a list of approved applicants to Mr. Richard Strohl, Training Manager. Note that any examination waivers and application denials have been addressed in separate correspondence.

The NRC has approved the subject examinations and you may administer the written examinations in accordance with Revision 9, Supplement 1 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," during the week of February 16, 2015.

The NRC staff will administer the operating tests during the weeks of February 2 and 9, 2015.

This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-1021 for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-1021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. If you determine that this examination is not appropriate for licensing the operators at your facility, do not administer the examination and contact me at 630-829-9707.

Please contact your Chief Examiner, Mr. Raymond Walton, at 630-829-9836, if you have any questions or identify any errors or changes in the license level reactor operator (RO) or senior reactor operator (SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, "Public Inspections, Exemptions, Requests for Withholding," of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC's Public Document

PERRY NUCLEAR POWER PLANT

Dear Mr. Bezilla:

In response to your letters dated July 8, 2010 (L-10-210), and July 22, 2010 (L-10-218) you requested dates for initial operator licensing examinations in 2013 and 2015. You also requested we cancel the initial operator license exam scheduled for January 9, 2012.

In response, we have scheduled an examination for the weeks of February 18 and 25, 2013, with an onsite validation date of January 28, 2013. This is a change from our letter to you dated July 30, 2010. Additionally, we have scheduled an examination for the weeks of February 9 and 16, 2015, with an onsite validation date of January 12, 2015. We have also canceled the initial operator license examination scheduled for January 9, 2012.

In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examinations. Please inform us at your earliest opportunity if you discover you need to change the scheduled examination date.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to review and conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the training program.

In accordance with 10 CFR 2.930 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publically Available Records System (PARS) component of NRC's Agencywide Document

Perry Nuclear Power Plant Docket No. 50-440, License No. NPF-58 Scheduling of NRC Operator License Examinations The purpose of this letter is to request an initial operator license examination be administered the weeks of February 11 and 18, 2013, at the Perry Nuclear Power Plant.*

If you are unable to support an examination at that time, it is requested an examination be scheduled at the next, earliest opportunity. A second initial operator license examination is requested for NRC administration in February 2015. The license class for these examinations is expected to contain both Senior Reactor Operator and Reactor Operator (SRO/RO) candidates. Please contact us at your earliest convenience regarding whether the NRC can support this schedule request.

The examination scheduled to begin January 9, 2012, is no longer needed and may be deleted from the NRC's examination schedule for licensees.
