Docket No. 50-206 Integrated Living Schedule San Onofre Nuclear Generating Station Unit 1 By letter dated November 21, 1983 and revised by letter dated December 6, 1983, we provided our Integrated Living Schedule (ILS) of backfits for San Onofre Unit 1. By letter dated January 20, 1984, you indicated that the ILS is not acceptable based on the following reasons: (1) the ILS is unreasonably long, (2) the assumption to use deterministic criteria for all projects whose scope has not been defined is not appropriate, and (3) the completion dates for Fire Protection Safe Shutdown, Appendix R to 10 CFR 50 and Environmental Qualification of Electrical Equipment beyond those specified by Regulation cannot be approved without exemptions. However, you reiterated that an integrated schedule for capital projects is desirable and that you are prepared to review any revision to our ILS that may be made in light of above comments.

Accordingly, our revised ILS is provided as Enclosure 1 to this letter. The revision is based on (1) removing any SEP, TMI and long-term seismic backfits whose scope is currently undefined, and (2) removing Fire Protection Safe Shutdown, Appendix R to 10 CFR 50 and Environmental Qualification of Electrical Equipment backfits whose implementation dates are currently prescribed by Regulation. With the removal of these backfits, the revised ILS spans three cycles of operation scheduled as shown in Enclosure 2 to this letter.

February 27, 1984 As you are aware, the ILS, once approved, will contain provisions for adding or removing backfits.

Therefore, the removal of the backfits as discussed above at this time should not prevent you from approving the enclosed revised ILS. Specifically, it is expected that the following actions will be taken regarding the removed backfits:

1. The SEP, TMI and long-term seismic backfits will be added to the ILS once their scopes have been defined.
2. The Fire Protection Safe Shutdown, Appendix R to 10 CFR 50 backfit will be added to the ILS once a proposal to implement a dedicated shutdown system has been submitted to and approved by the NRC.
3. The Environmental Qualification of Electrical Equipment backfit will be added to the ILS once a request for exemption has been submitted to and approved by the NRC.

For your information, it is expected that the Post Accident Sampling System backfit cannot be completed prior to return to service as required by Confirmatory Order. Accordingly, this backfit will be added to the ILS once a request to revise the Confirmatory Order for TMI upgrade requirements has been submitted to and approved by the NRC.
