PROPOSED METHODOLOGY TO BE USED IN DEVELOPING AN INTEGRATED SCHEDULE FOR RETROFIT Re:

San Onofre Nuclear Generating Station, Unit No. 1 Your letter dated September 2, 1983 forwarded your proposed methodology to be used in developing an "Integrated Living Schedule" for the implementation of capital modification projects for San Onofre Unit No. 1. On October 5, 1983, the NRC staff met with your representatives and consultants to further discuss the proposed methodology. Based on our review we find that the proposed methodology, including the criteria to be used to judge the modifications, as described in Enclosure 1 to your September 2, 1983 letter is acceptable subject to the following considerations.

Integrated Retrofit Schedule As discussed in the October 5, 1983 meeting, the totality of projects to be included in the long-term integrated schedule should be provided for NRC review. Those items that originate from the Systematic Evaluation Program should be specifically identified. Although the staff concludes that the methodology you have proposed is acceptable, the staff intends to review the assumptions and completeness before making a judgement or the final ranking and schedule. With regard to formalizing the schedular commitments, the NRC staff recommends an approach similar to that used for the Duane Arnold Energy Center.

November 16, 1983 Restart of San Onofre Unit No. 1 The items to be completed prior to restart could impact the list of long term retrofit items. As you know, a meeting was held on November 8, 1983 during which a number of these items were discussed. In addition to any plant modifications that may be necessary prior to restart, there are a number of actions involving license amendments that will need to be completed. The NRC staff is prepared to work with you to define those steps necessary to resolve the restart issue.
