INTEGRATED SCHEDULING FOR IMPLEMENTATION OF PLANT MODIFICATIONS San Onofre Nuclear Generating Station, Unit No. I During the past several months, in meetings with NRC management, you'\\ave presented the Southern California Edison (SCE) approach to continuation of work on San Onofre Unit No. I, Your letter dated June 10, 1983 indicated that SCE would be developing a Plan for Early Return to Power and-a Plan for Managing Plant Retrofit. Your letter dated June 17, 1983 provided additional information regarding your proposed Plan for Managing Plant Retrofit and it requested NRC concurrence on the scope and constraints of.

your program. Your Plan for Early Return to Power has not yet been received by the NRC.

The enclosure to your June 17, 1983 letter shows that the initial schedule for long-teri plant modifications would extend through the Cycle XII outage (April 1 throughdJun.e 30,-1990).

The assumptions on which this initial schedule was developed include (1) an 18 month operating cycle and a 3 month outage during which plant backfits would be performed, and (2) station betterment items that would represent about 10% of the total backfit effort, Your June 17, 1983 letter also states that the methodology for the integrated backfit schedule is being developed and that it will be submitted for NRC review. As we understand it, this methodology will include a process for prioritizing projects based on safety significance.

Based on the metings with SCE representatives and your June 10 and 17, 1983 letteks, we find that your general approach to estab1Lsh an integrated schedule for implementing plant modifications is acceptable. Before final approval can be given, the methodology for establishing p"orities as-well as the bases for your proposed schedule must be submitted for NRC review and approval. Finally, your June 17,,1983 letter indicated that there is a potential immediate need to develop exemptions and/or renegotiate schedules on certain regulatory related projects. In this regard, we will consider such requests and make a determination based on whether good cause is shown, compensatory measures that may be instituted, and the safety significance of the issue for which relief is sought.
