Dear Chairman Macfarlane:

I am writing on behalf of Laguna Niguel residents who have recently expressed concerns about the January 31, 2012 event at SONGS during which a reactor coolant leak occurred in Unit 3 resulting in a small radioactive.release. Subsequent:investigations by Southern California Edison ((icensee/Operator), Mitsubishi (Designer/Manufacturer) and the NRC have found unexpected premature wear in multiple steam generator tubes in both Unit 2 and Unit 3.

The City of Laguna Niguel is located in South Orange County approximately 11 miles northwest of-the.SONGS facility. The January 31 event, coupled with the investigation findings and conclusions, have created a heightened sense of awareness among local officials and area residents and raised many questions about the future operation of SONGS.

I appreciate the diligence that has been exercised to date by the NRC, Southern California Edison and others to evaluate the initial emergency response, determine the cause of the radioactive release; and review.generator design, .manufapcturingand operational issues that may. have c.contributed to the prematurewear, in the steam generator tubes.

I urge the NRC to continue your due diligence and independent review of this incident, to address public concerns that have been raised in an. open and transparent manner, and to ensure-thatthe SONGS plant is only permitted to restart when. NRC. has determined that it can be operated in.a manner that protects the health and safety of the public and the environment.

  • The ability of the SONGS plant to withstand the effects of an earthquake or tsunami based on current facility design standards

" The adequacy of'the current 10-mile warning and evacuation zone

  • The process by which NRC reviewed and approved the replacement of the original steam generator units
  • The future relocation and storage of spent fuel rods that are currently on-site at the SONGS
