RE: Day EO update Region II Bridge Discussion 8-24-2011 11:30am on North Anna Seismic Event John - My only clarification is that I believe the licensee actually downgraded, from an ALERT to an NOUE, at 11:16 a.m. EDTthis morning. Tim From: Thorp, John -

RE: Day EO update Region II Bridge Discussion 8-24-2011 11:30am on North Anna Seismic Event All, This is a brief update on bridge line call between Tim McGinty representing NRR ET and Region II (Rick Croteau and Joel Munday) on the Region decision to exit the Monitoring Mode.

Conditions have stabilized and a path forward is being pursued by the licensee for containment walkdowns, inspection and repairs of affected equipment. The licensee is sending the seismic scratch plates to the vendor in California for analysis. The licensee has not communicated any specific statement or interpretation of ground motion or acceleration values and will apparently be relying on the vendor's analysis of seismic instrumentation data..

Additionally the licensee is moving toward a decision to exit the Alert condition, according to Region discussions with the licensee at 11:16am EDT. When the licensee officially exits the Alert condition, the NOUE condition will be in effect until such time as conditions warrant exiting the UE.

Region II has drafted.an MD 8.3 Reactive Inspection evaluation and will be sharing that with HQ, including a call to discuss SIT versus AIT if the result of the 8.3 evaluation is in the overlap range. Headquarters staff seismic experts are available and Headquarters technical support is being provided as needed by Region IIfor this event.

NRC Region IIexited the Monitoring Mode at 11:40 EDT.
