Given that the NRC is using this document in its overall reasonable assurance finding on the Common Q PAMS system and that it is referenced in the SSER (also on page 7-71 although not by number) the document needs to be submitted on the docket. And since it contains proprietary and non-proprietary, versions of each are required.

Commitment for 0000-ICE-30156 Justin:

Previously we submitted 0000-ICE-30156 in a proprietary version with an affidavit for withholding requesting the entire document be considered proprietary. Norbert made comments on the document and it was subsequently revised. Revision 8 was placed in the WEC Rockville office for NRC audit, but was not submitted. We are carrying a commitment on our books from the Revision 7 submittal to submit a non-proprietary version. Norbert refers to the document on page 7-69 of SSER 23. Based on the above, do we need to submit a demarcated proprietary, non-proprietary and affidavit for withholding to meet 10 CFR 2.390?

If we do, WEC will have to create a WCAP because ICE documents are not created in a non-proprietary format. Please let us know at your earliest convenience.
