PURPOSE: To meet with the public to receive comments on the draft Supplemental Environmental Impact Statement (dSEIS) 35 to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437) for Susquehanna Steam Electric Station, Units 1 and 2, issued in April 2008.

PURPOSE (contd): The dSEIS is available on the NRCs website at http://www.nrc.gov/reading-rm/doc-collections/nuregs/staff/sr1437/supplement35/ and in the U.S. Nuclear Regulatory Commissions (NRC) publicly available Agencywide Document Access and Management System (ADAMS). The ADAMS accession number is ML081140337. See the enclosed agenda and Federal Register Notice.

Both meetings will be preceded by an informal open house beginning one hour prior to each meeting. The open house will provide members of the public with an opportunity to talk informally with NRC staff. Members of the public may register to present oral comments at the meetings by contacting Mr. Drew Stuyvenberg at 1-800-368-5642, extension 4006, or by e-mail at Andrew.Stuyvenberg@nrc.gov, no later than May 23, 2008.

Those who wish to make comments may also register within 15 minutes of the start of each meeting. Individual oral comments may be limited by the time available, depending on the number of persons who register.

NOTICE OF AVAILABILITY OF THE DRAFT SUPPLEMENT 35 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS AND PUBLIC MEETING FOR THE LICENSE RENEWAL OF SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC, Commission) has published a draft plant-specific supplement to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GEIS), NUREG-1437, regarding the renewal of operating licenses NPF-14 and NPF-22 for an additional 20 years of operation for the Susquehanna Steam Electric Station, Units 1 and 2. Susquehanna Steam Electric Station is located in northeastern Pennsylvania (PA) in Salem Township, approximately 5 miles northeast of the Borough of Berwick, PA, 20 miles southwest of Wilkes-Barre, PA, and 50 miles northwest of Allentown, PA. Possible alternatives to the proposed action (license renewal) include no action and several reasonable alternative energy sources.

The draft Supplement 35 to the GEIS is publicly available at the NRC Public Document Room (PDR), located at One White Flint North, 11555 Rockville Pike, Rockville, Maryland 20852, or from the NRC's Agencywide Documents Access and Management System (ADAMS). The ADAMS Public Electronic Reading Room is accessible at http://adamswebsearch.nrc.gov/dologin.htm. The Accession Number for the draft Supplement 35 to the GEIS is ML081140337. Persons who do not have access to ADAMS, or who encounter problems in accessing the documents located in ADAMS, should contact the NRC's PDR Reference staff by telephone at 1-800-397-4209, or 301-415-4737, or by e-mail at pdr@nrc.gov. Any interested party may submit comments on the draft supplement to the GEIS for consideration by the NRC staff. To be considered, comments on the draft supplement to the GEIS and the proposed action must be received by July 21, 2008; the NRC staff is able to assure consideration only for comments received on or before this date. Comments received after the due date will be considered only if it is practical to do so. Written comments on the draft supplement to the GEIS should be sent to: Chief, Rulemaking, Directives and Editing Branch, Division of Administrative Services, Office of Administration, Mailstop T-6D59, U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001.

Comments may be hand-delivered to the NRC at 11545 Rockville Pike, Room T-6D59, Rockville, Maryland, between 7:30 a.m. and 4:15 p.m. on Federal workdays. Electronic comments may be submitted to the NRC by e-mail at SusquehannaEIS@nrc.gov. All comments received by the Commission, including those made by Federal, State, local agencies, Native American Tribes, or other interested persons, will be made available electronically at the Commission's PDR in Rockville, Maryland, and through ADAMS.

The NRC staff will hold a public meeting to present an overview of the draft plant-specific supplement to the GEIS and to accept public comments on the document. The public meeting will be held on May 28, 2008, at The Eagles Building, 107 South Market St., Berwick, PA 18603.

There will be two sessions to accommodate interested parties. The first session will convene at ENCLOSURE 2

1:30 p.m. and will continue until 4:30 p.m., as necessary. The second session will convene at 7 p.m. with a repeat of the overview portions of the meeting and will continue until 10 p.m., as necessary. Both meetings will be transcribed and will include: (1) A presentation of the contents of the draft plant-specific supplement to the GEIS, and (2) the opportunity for interested government agencies, organizations, and individuals to provide comments on the draft report.

Additionally, the NRC staff will host informal discussions one hour prior to the start of each session at the same location. No comments on the draft supplement to the GEIS will be accepted during the informal discussions. To be considered, comments must be provided either at the transcribed public meeting or in writing.
