VIRGIL C. SUMMER NUCLEAR STATION DOCKET NO. 50/395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT (SPR) 2008-001 South Carolina Electric & Gas Company (SCE&G) is submitting this report pursuant to the requirements of Technical Specification 3.3.3.1 0.a. The Loose-Part Detection System, channel number IAT00755 (Steam Generator "A" Loose Parts Monitor Transducer) has been inoperable in excess of 30 days.

The channel, which monitors for loose parts inside "A" Steam Generator, was declared inoperable March 4, 2008 due to an intermittent failure with either the accelerometer or the charge pre-amplifier. These components are located on the "A" Steam Generator inside the Reactor Building and are not accessible during power operation. Repairs will be completed during the next refueling outage (RF-1 7), which is scheduled for the Spring of 2008.

DOCKET NO. 50/395 OPERATING LICENSE NO. NPF-12 COMMITMENT REVISION OF REPLY TO NOTICE OF VIOLATION:

EA-06-046 NRC INSPECTION REPORT 2006011 Virgil C. Summer Nuclear Station (VCSNS) is clarifying/revising previous commitments from a reply to the Notice of Violation (EA-06-046, Inspection Report 2006011) dated June 1, 2006.

Current Commitment:

1. An independent survey will be conducted with a GM detector on individual bags.

Clarification:

This commitment was not intended for "Green is Clean" trash, and this is essentially a clarification.

Current Commitment:

2. Any trash from a discrete radioactiveparticle area will be excluded from shipping in a SeaLand container.

Revision:

This commitment has been found to be excessive and extremely costly. Alternatively per procedure, any trash over 100 mr/hr from a discrete radioactive particle area will be excluded from shipping in a SeaLand container, and trash from a discrete radioactive particle area which is less than 100 mr/hr will be shipped in metal boxes, which are shored in place, with minimum distance requirements from each wall.

VCSNS has processed the commitment changes in accordance with its Regulatory Commitment Reduction Program and NEI 99-04 (Guidelines For Managing NRC Commitment Changes), and determined that the changes do not require NRC notification.

However, due to the sensitivity of this issue, VCSNS is notifying the NRC as recommended in NEI 99-04.
