VIRGIL C. SUMMER NUCLEAR STATION (VCSNS), UNIT NO. 1 DOCKET NO. 50-395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT (SPR) 2016-003 South Carolina Electric & Gas Company (SCE&G) is submitting this Special Report pursuant to the requirements of Technical Specifications 6.9.2 and as required by Station Administrative Procedure (SAP)-131A, Fire Protection Program Surveillances and Compensatory Measures, Enclosure 6.1, step. 6.1.11, Action 4. This report addresses a fire barrier not being restored to operability status within seven days after declaration of inoperability.

On May 7, 2016, at 17:00 hours, Penetration Seal Trace TB-81, Tur.bine Building 412.foot elevation, was declared inoperable after not meeting its surveillance acceptance criteria. The surveillance results revealed cracking in the foam material. The failed surveillance was entered into the station's corrective action program. Fire detection equipment is installed on one side of the penetration and was operable. Upon declaring Penetration Seal Trace TB-81 inoperable, VCSNS implemented an hourly roving fire watch patrol.

Action to repair the penetration consisted of filling an internal void with Kaowool and replacing the damaged foam material. Repairs were completed on May, 26, 2016, and relested

. satisfactorily. Penetration Seal Trace TB-81.was returned to operable status on May 26, 2016, at 13:40 hours.
