SUMMARY

OF DECEMBER 15, 2004, CATEGORY 1 WORKING-LEVEL MEETING WITH FENOC TO DISCUSS THE LICENSEES EXTENDED POWER UPRATE (EPU) SUBMITTAL DATED OCTOBER 4, 2004 (AGENCYWIDE DOCUMENTS ACCESS AND MANAGEMENT SYSTEM (ADAMS) ACCESSION NO. ML042920300)

On December 15, 2004, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and representatives of FENOC, the licensee for BVPS-1 and 2 and its contractors, Stone & Webster Corporation and Westinghouse Electric Company (Westinghouse) at the Westinghouse Washington Operations Office located at 12300 Twinbrook Parkway, Suite 330, Rockville, Maryland. The purpose of the meeting was to conduct a working-level discussion of the licensees October 4, 2004, EPU license amendment application for BVPS-1and 2.

FENOC presented information on its application and its interrelationship with other pending and future license amendment requests. It also discussed the research and development of the application, planned staged power ascension and testing, Updated Final Safety Analysis Report and NRC Review Matrix (RS-001) links, necessary plant modifications, BVPS-1 steam generator replacement, full implementation of the alternate source term, non-EPU changes, and implementation schedules.

Following the licensees prepared presentation, NRC staff reviewers and the licensees technical experts divided into breakout sessions to discuss specific general questions the NRC staff members had concerning the application. Members of the public in attendance observed the breakout sessions.

The business portion of the meeting concluded with the licensee requesting the status of the NRC staffs acceptance review of the licensees application. The NRC staff informed the licensee that the acceptance review was in progress and would be completed shortly. The letter documenting the acceptance review results was issued to the licensee on January 6, 2005 (ADAMS accession number ML043440113).

FENOC One member of the public was in attendance, representing the State of Pennsylvania. Other members of the public represented the licensee for the R. E. Ginna Nuclear Power Plant.
