August 20, 2003 MEMORANDUM TO: John Monninger, Chief Licensing Section Spent Fuel Project Office, NMSS FROM: James R. Hall, Senior Project Manager /RA/

Licensing Section Spent Fuel Project Office, NMSS

SUBJECT:

CALIFORNIA STATE HISTORIC PRESERVATION OFFICER CONCURRENCE IN NRC DETERMINATION OF EFFECTS ON HISTORIC PROPERTIES FOR THE PROPOSED DIABLO CANYON INDEPENDENT SPENT FUEL STORAGE INSTALLATION (TAC NO. L23399)

The purpose of this memorandum is to document the concurrence of the California State Historic Preservation Officer (SHPO), Dr. Knox Mellon, in NRCs determination of the effects on historic properties for the proposed Diablo Canyon Independent Spent Fuel Storage Installation (ISFSI). By letter dated July 2, 2003 (ADAMS accession no. ML031830830), I requested the SHPOs concurrence in our determination. The attachment to that letter described the NRC staffs basis for concluding that no adverse effects on historic properties would result from the proposed ISFSI, which relied upon the information provided in the ISFSI application submitted by the Pacific Gas and Electric Company on December 21, 2001.

Dr. Mellon returned my original letter with his stamp and signature, dated July 30, 2003, indicating his concurrence with our determination. That original letter with the SHPOs concurrence is attached to this memorandum, to provide a public record of that concurrence.
