April 17, 2002 MEMORANDUM TO: Charles L. Miller, Deputy Director Licensing and Inspection Directorate Spent Fuel Project Office, NMSS FROM:

Steven Baggett, Senior Project Manager Licensing Section Spent Fuel Project Office, NMSS

SUBJECT:

SUMMARY

OF THE APRIL 11, 2002, MEETING BETWEEN THE NUCLEAR REGULATORY COMMISSION STAFF AND PACIFIC GAS AND ELECTRIC COMPANY On April 11, 2002, a public meeting was held between the Nuclear Regulatory Commission (NRC) staff and representatives of Pacific Gas and Electric Company (PG&E) to discuss PG&Es geology, ground motion, and other geotechnical studies conducted for the independent spent fuel storage installation (ISFSI) at Diablo Canyon. At this meeting, PG&E provided several very detailed presentations on the geology, seismicity, ground motion from recent earthquakes, and slope stability analysis. This meeting was in response to our March 25, 2002, letter in which we informed PG&E that NRC staff had accepted its application for review and identified several technical areas for which additional clarification would be needed. One member of the public attended the meeting. Attachment 1 is an attendance list. Attachment 2 contains the slides used in the presentations. Attachment 3 contains the slides used for the facility tour. This meeting was noticed on March 26, 2002.

PG&E also provided a familiarization tour of the spent fuel storage pools and facilities, and the proposed ISFSI site. This tour was conducted on April 9, 2002, and included members from the Center for Nuclear Waste Regulatory Analyses that will be assisting NRC in the technical evaluation of the ISFSI application. Staff found both the tour and meeting very informative.

No proprietary information was disseminated or presented at this meeting. No regulatory decisions were requested or made.
