SUMMARY

OF THE SEPTEMBER 19, 2002, MEETING BETWEEN THE NUCLEAR REGULATORY COMMISSION STAFF AND PACIFIC GAS AND ELECTRIC COMPANY REGARDING THE DIABLO CANYON INDEPENDENT SPENT FUEL STORAGE INSTALLATION (TAC NO. L23399)

On September 19, 2002, a public meeting was held between staff from the Nuclear Regulatory Commission (NRC), the Center for Nuclear Waste Regulatory Analyses (CNWRA), and Pacific Gas and Electric Company (PG&E) to discuss PG&Es December 21, 2001, application for a proposed Independent Spent Fuel Storage Installation (ISFSI) at the Diablo Canyon site. The meeting was held at the CNWRA offices in San Antonio, Texas. The CNWRA staff is assisting the NRC in its technical evaluation of PG&Es application.

The subject of the meeting was the NRCs August 29, 2002, Request for Additional Information (RAI), which provided PG&E with the information needed by the staff to complete its review of the application. Each of the questions in the RAI was discussed, with NRC and CNWRA staff providing clarifications, as requested by PG&E. Following the discussions, PG&E indicated that they had a better understanding of the staffs questions and would provide appropriate responses. For a few questions, (soil stability below and near the pad; materials evaluation of spent fuel cladding), the participants agreed to hold additional phone conferences or meetings as needed to resolve any outstanding issues. PG&E plans to respond to the NRC staffs RAI by October 15, 2002, in accordance with the schedule established in NRCs letter dated May 9, 2002.

The meeting attendance list is attached. This meeting was noticed on September 4, 2002. No proprietary information was disseminated or presented at this meeting. No regulatory decisions were requested nor made.
