RESPONSE TO THE OFFICE OF THE INSPECTOR GENERALS EVENT INQUIRY INTO THE NUCLEAR REGULATORY COMMISSIONS OVERSIGHT OF THE AUXILIARY FEEDWATER SYSTEM AT DIABLO CANYON NUCLEAR POWER PLANT (OIG Case No.20-025)

The staff has reviewed the event inquiry by the Office of the Inspector General (OIG) into oversight at Diablo Canyon Nuclear Power Plant (DCNPP) and provided me with their findings regarding the information in the report (Agencywide Document Access Management System (ADAMS) Accession No. ML22108A161). The Office of Nuclear Reactor Regulation, the program office for the Reactor Oversight Process (ROP), and Region IV, the office responsible for implementation of the ROP at DCNPP, evaluated each of the OIGs findings and observations in the event inquiry by examining whether the U.S. Nuclear Regulatory Commission (NRC) inspectors followed NRC inspection procedures and COVID-19 guidance at the time of the event in order to determine if further NRC action is warranted.

After reviewing the event inquiry, the staff determined that the ROP and its associated inspection program continue to provide reasonable assurance of adequate protection of public health and safety. I have confidence in the qualification, abilities, and professionalism of the inspectors involved in this event inquiry. The staff recognizes and appreciates areas where the OIG report provided opportunities for the agency to improve our programs and processes.

The staff concluded the complete system walkdown that took place on DCNPPs auxiliary feedwater systems in April 2020 was done in accordance with inspection procedure (IP) 71111.04, Equipment Alignment (ADAMS Accession No. ML21032A255), and COVID-19 mitigation guidance and with the appropriate amount of resources. The staff recommended inspector training on corrosion under insulation and the Inspection Manual, specifically on understanding inspection objectives, requirements, and guidance, as well as a review of inspector qualifications for potential improvements.

R. Feitel The staff plans to review the IP to ensure its requirements and guidance are clear to internal and external stakeholders. The staff also plans to review the inspection program guidance to determine if additional direction or training should be included to ensure consistent inspection expectations for multiple unit sites.
