I SUPPLEMENT TO REPLY TO NOTICE OF VIOIATION INSPECTION REPORT NO. 50-354/97-03 HOPE CREEK GENERATION STATION UNIT 1 DOCKET NO. 50-354

Dear Sir:

In a' letter dated July 28, 1997, (LR-N970427), Public Ocrvice Electric and Gas Company (PSE&G) committed to a second phase of Maintenance Intervention. Specifically, PSE&G committed to the following corrective action:

The second phase of the Maintenance Intervention will validate the retention of cultural traits stressed during the first phase. The second phase will also reinforce procedural adherence and eventless human performance. These sessions will be completed by March 31, 1998.

This commitment is being replaced with the following commitment:

The " lessons learned" from the first phase of the Maintenance Intervention will be rolled into a quarterly " Inservice Day" that will focus on management ]

expectations, cultural behaviors, human performance and corrective actions from significant conditions adverse to quality. The first " Inservice Day" was held on February 25, 1998. The scheduled " Inservice Days" for the first quarter of 1998 will be completed by March 31, 1998. These " Inservice Days" will be held during each quarter in 1998.

PSE&G conducted three separate Maintenance Department interventions in 1996 and 1997, one for Salem, one for Services, and one for Hope Creek. During these three intervention programs Maintenance Department personnel were '

observed to need continued improvement and reinforcement in several cultural areas. As a result, PSE&G has concluded that our expectations would be better met through " Inservice Day" programs.

" Inservice Day" topics for 1998 and beyond will include the reinforcement of skills, abilities, knowledge and behaviors that will continue to strengthen and reinforce the lessons learned from the maintenance intervention. Both maintenance craft and supervision will attend " Inservice Dayc".
