PSE&G submitted an additional reply to the Emergency Diesel l Generator / Fire Suppression System interaction Notice of Violation l in Letter LR-N970475 dated October 18, 1997. On Page 2 of 6 of the attachment, PSE&G stated that the temporary modification that disconnected the clectrical interface between the Carbon Dioxide control panels and the relays controlling the recirculation fans for the EDG rooms had been impleme"ted in January 1997. On Page 6 of 6, the temporary modification was identified as having been installed in January 1996. The January 1996 date on Page 6 of 6 was a typographical error; the correct implementation date was January 1997 as indicated on Page 2 of 6. Attached is a corrected Page 6 of 6.

The electrical-interaction-between the EDG room ventilation system and the Fire Suppression System'did not meet the requirements of.UFSAR Section 8.1.4.14.1.3 under. degraded

. grid voltage conditions in that-a fault in the non-class 1E. .

Fire Suppression System circuitry could prevent the. function l

< -of the Class lE EDG room ventilation recirculation fan. As d ~ result,.a. temporary modification was installed in' January-1997 to eliminate the interaction between the FSS and the EDG-room ventilation recirculation fan.

However, regarding single failure criteria, the EDG/FSS-interaction meets HCGS's design and licensing basis for the i reasons discussed above. HCGS is not committed'to IEEE-379 1977 section 6.3, which specifically discusses preconditioning Class lE single failure analyses.with the failure of the associated non-Class 2E circuitry.

To permanently address the qualified isolation device mis-application and incorporate the temporary modification into 4 HCGS's permanent plant design, HCGS will be implementing a

~ design change to eliminate the electrical interaction between the FSS and the EDG room ventilation recirculation

. fans. This design: change will also eliminate-the. 4 interaction between the FSS and EDG room ventilation fire

. dampers and entirely eliminate the concern expressed by the l NRC regardino single failure criteria. The design change is to be installed during Hope Creek's seventh refueling l outage, scheduled for September 1997. This design change will involve combining each EDG room with its respective recirculation ventilation room located directly below the EDG room. As a single fire area, the floor slab separating the two rooms need not be fire rated. Therefore, the need for fire dampers in the floor and the need for the recirculation fan trip-can be eliminated. Therefore, the EDG/FSS interaction will be permanently removed.
