'In accordance with Technical Specification 5.9.4.a, attached is the Fort Calhoun  !

Station (FCS) 1994 Annual Radiological Environmental Operating Report. The  :

materials provided are consistent with the objectives outlined in the Offsite Dose Calculation Manual (0DCM), and Sections IV.B.2, IV.B.3, and IV.C of Appendix I of 10 CFR 50. Each segment of the report is presented in the following sequence: -

1) A discussion of FCS impact on the environment and program observations relevant to the overall effectiveness of the Radiological Environmental Monitoring Program (Introduction).
2) The sample class, sample collection frequency, number of sample locations, and the number of samples collected this reporting period for each class are delineated in Table 1.
3) A statistical evaluation of program findings is summarized in Table 2 in accordance with Regulatory Guide 4.8, Table 1. For each type of sample  ;

medium and analysis, Table 2 exhibits separately all indicator locations, all control locations, and the location having the highest annual mean result. For each of these classes, Table 2 specifies the following:

A. The total number of analyses B. The fraction of analyses yielding detectable results (i.e. results above the highest lower limit of detection (LLD) for this period).

C. The maximum, minimum, and average results.

The distance in miles and the direction relative to the FCS Reactor Containment Building (degrees azimuth) are specified for the location with the highest annual mean.

4) Table 3 is a listing of missed samples and explanations.
5) Table 4 is the Environmental Land Use Survey.
6) Appendix A contains a description of the Vendor Interlaboratory Comparison Program results.
7) Appendix B describes the Vendor Data Reporting Conventions utilized.
8) Appendix C reports the information required when primary coolant specific activity has exceeded the limits of Technical Specification 2.1.3.

V Radiolooical Environmental Monitorina Proaram-1994 The following represents the Fort Calhoun Station (FCS) Annual Radiological

, Environmental Operating Report-1994. Results of completed sample analyses as I

required by the Offsite Dose Calculation Manual (0DCM) are presented in the attached tables. Collection of environmental sample media was performed by the Utility (Omaha Public Power District) and sample analysis was performed by contract vendor (Teledyne Brown Engineering--Northbrook, Illinois). Data obtained in the 1994 Program in comparison were well within the predicted mean ranges as

> historically assessed in previous years' monitoring efforts. No station effect on j the environment was indicated. The following observations were documented:

1) Tritium was detected in one surface water fourth quarter composite sample collected 0.5 miles downstream of the Plant (858 pCi/L or 8.58E-07 Ci/ml).

Re-evaluation confirms this presence. The 40 CFR 141 and ODCM limit for Tritium in drinking water is 20,000 pCi/L. Plant staff reviewed effluent release data for this timeframe and found no abnormalities that would support this concentration.

2) Cesium-137 was detected in two bottom sediment samples 0.5 miles downstream ofthePlant(0.10610.038 pCi/g dry, 0.033 20.017 pCi/gdry). However, the i levels reported are consistent with normal environmental levels present and j can be attributed to fallout.

(] 3) Routinely, in order to satisfy the ODCM environmental specification for fish I ' sample analysis, several fish species of commercial and recreational value are analyzed. Fish are collected from a cross-section of the existing feeding classes in the Missouri River to effectively monitor in part, the ingestion pathway. However, one selected indicator species, the Gizzard Shad, could not be located in the target area during the monitoring effort due to low river levels and hot weather causing this species to migrate out of the monitoring radius into more preferred habitat. Therefore, it was necessary to deviate from the Program and collect additional numbers of another desired species in order to comply with the ODCM requirement for fish. As a result, it was necessary to composite some of the fish collected.

For the indicator location, the ODCM requires a total of 4 fish to be analyzed. Ultimately, thirteen fish were collected and analyzed. This ,

deviation is allowed by the appropriate procedure and does not result in a '

reduction of Program effectiveness. All results, both indicator and co.n trol I were <LLD.

4) Air sampling units operated with an improvement in total downtime again for i 1994, resulting in only two samples not analyzed. One occurrence was for l routine maintenance and the other was due to an open fuse in the unit. The overall effectiveness of the Program was not reduced as a result.

l APPENDIX A INTERLABORATORY COMPARISON PROGRAM RESULTS r,

NOTE: Teledyne Isotopes Midwest Laboratory participates in intercomparison studies administered by U.S. EPA Environmental Monitoring Systems Laboratory, Las Vegas, Nevada. The results are reported in Appendix A. Also reported are results of InternationalIntercomparison and Teledyne testing of TLD's, as well as, in-house spikes, blanks and duplicates. Appendix A is updated four times a year; the complete Appendix is included in March, June, September and December monthly

( progress reports only. Please refer to March, June, September and December progress reports for information.

Aependix A I Interlaboratory Comparison Procram Results Teledyne's Midwest Laboratory (formerly Hazleton Environmental Sciences) has participated in interlaboratory comparison (crosscheck) programs since the formulation of it's quality control program in December 1971. These programs are operated by agencies which supply environmental type samples (e.g.,

milk or water) containing concentrations of radionuclides know to the issuing agency but not to participant laboratories. The purpose of such a program is to provide an independent check on the laboratory's analytical procedures and to alert it to any possible problems.

Participant laboratories measure the concentration of specified radionuclides and report them to the issuing agency. Several months later, the agency reports the known values to the participant laboratories and specifies control limits. Results consistently higher or lower than the known values or outside the control limits indicate a need to check the instruments or procedures used.

The results in Table A-1 were obtained through participation in the environmental sample crosscheck program for milk, water and air filters during the past twelve months. Data for previous years is available upon request.

'Ihis program is conducted by the U.S. Environmental Protection Agency Intercompanson and Calibration Section, Quality Assurance Branch, Environmental Monitoring and Support Laboratory, Las Vegas, Nevada.

The results in Table A-2 were obtained for Thermoluminescent Dosimeters (TLDs), since 1976 via various International Intercomparisons of Environmental Dosimeters under the sponsorships listed in Table A-2. Also Teledyne testing results are listed.

Table A-3 lists results of the analyses on in-house " spiked" samples for the past twelve months.

It states, "The Radiation Quality Assurance Program has been experiencing problems with the Ruthenium-106 currently used in the Performance Evaluation (PE)

Studies and in the Standards Distribution Program. If these problems can be satisfactorily resolved, this analyte will once again be placed into this PE Study. If the problems cannot be resolved, the Ruthenium-106 will be replaced. Formal written notice will be given to all participants in the Gamma in Water PE Study before the Ruthenium-106 is reintroduced or replaced. At that time, new calibration standards will be available to all participants in the Gamma in Water PE Study." Teledyne will continue to monitor this situation, but at this time, plans to take no additional action.
