Nuclear Regulatory Comission (NRC or the Cormiission) is considering issuance of an amardret to facility Operating License No. DPR-40 issued to the Omaha Public Power District (OPPD or the licensee), for the operation of Fort Calheun Station, Unit 1, located in Washington County, Nebraska.

FNVIR0ht' ENTAL ASSESSMENT Identitication of Preposed Action:

The proposed amendrent would revise the provisions in the Technical Specifications (TS) to su1 port Cycle 12 operation.

The proposed action is in accordance with the licensee's application dated September 2, 1988, as supplemented November 22, 1988.

The Need for the Proposed Action:

The proposed changes are needed to allow the licensee to support Cycle 12 operation with extended fuel irradiation levels.

Envii,pnr. ental Irjacts of the Proposed Action:

The Comission has c.ortpleted its evaluation of the proposed revisions to the Technical SDecifications and the increase in the burnup limits for the fuel. The staff has concluded that such changes would not adversely affect pl:nt sa'ety. The proposed changer have no adverse effect on the pre'r:J '11ty

of any accident. The increased burnup may slightly change *.he mix of f.ssicn j products that might be released in the event of a serious accident but such

2 small changes would not significantly affect the consequences of serious accidents. No changes are being made in the types or amounts of any radiological effluents that may be released offsite. There is no significant increase in the allowable individual or cumulative occupational radiation  :

exposure.

With regard to potential non-radiological impacts of reactor operation with

extended irradiation, the proposed changes involve systems located within the restricted area, as defined in 10 CFR Part 20. They do not affect  !

non-radiologic:1 plant effluents and have no other environmental impact.

I The environmental impacts of transportation resulting from the higher burnup of the fuel are discussed in the staff assessment entitied, "NRC Assessment of the Environriental Effects of Extended Fuel Enrichment and frradiation", which was publisned in the FEDERAL REGISTER on August 11, 1988 3

(53 FR 30155) in connection with the Shearon Harris Nuclear Power Plant, ,

Unit 1, Environmental Assessment and finding of No Significant Impact. As j indicated therein, the environmental cost contribution of the transportation I due to the increases in the fuel enrichment up to 5% and irradiation limits up to 60,000 MWD /MT are either unchanged or may, ia fact, be reduced from those ,

semarized in Table S-4 asset forth in 10 CFR 51.52(c). These findings are applicable to this amendment for the Fort Calhoun Station, Unit 1.

i Therefore, the Comission concludes that there are ro significant i radiological or non-rediological environmental impacts associated with the '

proposed amendment.

. 3 Alternative to the Proposed Action:  ;

I since the Comission concluded that there are no significant ,

environmental effects that would result from the proposed action, any I

alternatives with equal or greater environmental impacts need not be evaluated.

I The principal alternative would be to deny the requested amendment. This would not reduce environmental impacts of plant operation and would result in j reduced operational flexibility, i Alternative Use of Resources:
