Supplement to National Pollutant Discharge Elimination System (flPDES) Noncompliance Report Enclosed is a copy (w/o attachments) of Omaha Public Power District's (OPPD's) recent NPDES Supplemental Ncncompliance Report to the Nebraska Department of Environmental Control. System testing determined that the release volume from outfall 002 (chemical equalization and decantation holding basins) was conservatively overstated in the initial Noncompliance Report (Reference 3) forwarded with Reference 2.

This supplement is provided in accordance tith OPPD's commitment (Reference 4) to send the i1RC a copy of NPDES permit violations or changes.

l NE0000612 for the Fort Calhoun, North Omaha, Nebraska City, and Jones Street  !

Stations respectively, please find enclosed the completed Discharge l

Monitoring Reports for the first quarter 1991.

As was reported to the NDEC on 4 1-91 (verbal) dnd 4-2-91 (written)previously , OPP 0's fort Calhoun Station had a pH excursion from outf all 002 i (chemical equalization and decantation holding basins) on 3-31-91. The cause of the release was due to an error in valve alignment which allowed a portion of the chemical lagoon recirculation flow to be discharged out of the high river level pipe. With the exception of pH, analysis verified that other permit limits were not exceeded; 8.4 mg/l TSS (3.66 kg.) and no detectable levels of oil and grease. '

In the 4-2-91 written Noncompliance Report, OPPD calculated and reported an estimated maximum release volume of 115,000 gallons. OPPO, on 4-19-91, '

conducted an actual system test (see Attachment #1) under comparable  !

conditions and determined that the volume previously reported was '

conservative and that the actual release volume was approximately 55,000 gallons. This 55,000 gallon volume was utilized in the attached repor i for the fort Calhoun Station. ,

All other power stations are believed to have operated within permit conditions during the first quarter 1991.

Additionally, you will note that consistent with past practice during North Omaha Station Unit #5 outages when condenser temperatures were not available, flow rates for outfalls 001A and 010A have been estimated.
