UNITED STATES-NUCLEAR REGULATORY COMMISSION OMAHA PUBLIC POWER DISTRl[I FORT CALHOVN STATION. UNIT NO. I DOCKET NO. 50-285 ENVIRONMENTAL ASSESSMENT AND ,

FINDING OF NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (the Commission) is considering issuance of exemptions from the requirements of Appendix J to 10 CFR Part 50 to the Omaha Public Power District (0 PPD /the licensee), for the Fort Calhoun Station, Unit No. 1, located in Washington County, Nebraska.

SUMMARY

OF ENVIRONMENTAL ASSESSMENT ldentification of ProDosed Action:

The proposed action would exempt the licensee from the requirements of Appendix J to 10 CFR Part 50 in regard to performing Type C-leakage tests on the containment isolation valve (check valve CH-198) associated with the charging pump discharge header (penetration M-3).-

The proposed action is in accordance with 10 CFR 50.12, Specific Exemptions, and 10 CFR 55.11, Specific Exemptions, and is based upon the information provided to the NRC in the licensee's request dated Hay 1, 1992.-

The Need for the Proposed-Action:

The proposed exemption is needed since testing is unnecessary because the pressure of the fluid in the charging pump discharge line will always be greater than the containment pressure, thereby providing a seal barrier against escape of the containment atmosphere.

Environmental Impacts of the Proposed Action:

Our evaluation of the proposed exemption from Appendix J to 10 CFR Part 50 indicates that the granting of the exemption will not impair containment integrity for the following reason. The pressure of the fluid in the charging pump discharge line will always be greater than the containment pressure, thereby providing a seal barrier against escape of the containment atmosphere.

Accordingly, post-accident radiological releases will not be greater than previously determined nor does the proposed exemption otherwise affect radiologtral plant effluents and there is no significant increase in occupational exposures. Therefore, the Commission concludes that there are no significant radiological environmental impacts associated with the proposed exemptions.

With regard to potential non-radiological impacts, the proposed exemption involves features located entirely within the restricted area as defined in 10 CFR Part 20. It does not affect non-radiological plant effluents and has no other environmental impact. Therefore, the Commission concludes that there are no significant non-radiologicai environmental impacts associated with the proposed exemption.

Alternatatives to the Proposed Action:

Since the Commission has concluded that the environmental effects of the proposed action are not significant, any alternative with equal or greater environmental impacts need not be evaluated.

The principal alternative would be to deny the requested exemption.

This would not reduce the environmental impacts attributed to this facility and would result in not permitting OPPD to maintain operational flexibility.

Alternitte Use of Resources:

This action does not involve the use of any resources not previously considered in the Final Environmental Statement (FES) for the Fort Calhoun Station. Unit No. 1, dated August 1972.

Aaencies and Persons Consulted:

The Commission's staff reviewed the licensee's request and did not consult other agencies or persons.

FINDINGS OF NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed exemption. Based upon the foregoing environmental assessment, weconcludethattheproposedactionwillyothaveasignificant effect on the quality of the human environmant.

For further details with respect to this action, see the request for exemption dated May 1, 1992, which is available for public inspection at the Commission's Public Document Room, 2120 L Street, NW., Washington,_ DC 20555 and at the Local Public Document Room located at the W. Dale Clark Library, 215 South 15th Street, Omaha, Nebraska 68102.

Dated at Rockville, Maryland this 13th day of January 1993.
