SUMMARY

OF MANAGEMENT ACTIONS Medical Review Officer (MRO) Six Month Report From July 1, 2006 through December 31, 2006, our records indicate the following results:

In the Licensee Pool, for all categories, there were no confirmed positives experienced from July 1, 2006 through December 31, 2006.

In the Short-term Contractor Personnel Pool, ten (10) individuals in the Pre-Access program category were confirmed positives; nine (9) for a single substance, and one (1) individual confirmed positive for adulteration. In the Random program category, one (1) individual experienced a confirmed positive for a single substance.

Pre-Access Program In the short-term contractor personnel Pre-Access program category, nine (9) individuals experienced confirmed positives for a single substance, and one (1) confirmed positive for adulteration. All ten (10) individuals participated in a face-to-face interview with the Medical Review Officer and were provided the opportunity for the split specimen to be tested or a blood alcohol draw. The one (1) individual confirmed positive, for adulteration, chose to have the split specimen forwarded and retested at another DHHS Laboratory. Results of the split reconfirmed the primary laboratory's report of adulteration. The Medical Review Officer adjudicated all ten (10) individuals as confirmed positive, recommended denial of unescorted access and encouraged each individual to participate in their respective Employee Assistance Programs. The individual adjudicated as confirmed positive for adulteration will experience denial of unescorted access for a minimum of three (3) years.

Random Program In the Short-Term Contractor Random program category, one (1) individual experienced a confirmed positive for a single substance. The individual participated in a face-to-face interview with the Medical Review Officer and was adjudicated as confirmed positive. The individual was provided the opportunity for a blood alcohol draw and declined. The Medical Review Officer recommended denial of unescorted access and encouraged participation in their respective Employee Assistance Program. The individual complied and completed all Employee Assistance Program recommendations, returned to work and was placed in a three (3) year follow-up program.

Fitness-For-Duty Six Month Report L-07-012 Attachment Page 4 of 4 Other In the Licensee Pool under the "Other" category, there were two (2) individuals placed in a follow-up program, based on recommendations from the Medical Review Officer, after face-to-face interviews were conducted with the individuals and random breathalyzer testing noted presence of alcohol. Face-to-face interviews indicated a past history of alcohol related incidents and current reported alcohol use by the individuals. One (1) individual also tested in the Other category, by recommendation of the Medical Review Officer, to ensure ability to perform safety sensitive work after discontinuing medication for Attention Deficit Disorder that when pre-accessed produced a positive result for amphetamine and adjudicated by the Medical Review Officer as a negative due to medication prescribed. The individual was placed on an alternative medication, not considered an amphetamine, that proved adequate for the medical condition, and by urine drug testing produced a negative result. This individual was not placed in a follow-up program by recommendation of the Medical Review Officer.

List of Events Reported During the period of July 1, 2006, through December 31, 2006, no events were reported under the provisions of 10 CFR 26.73 by Beaver Valley Power Station (BVPS).
