This application for an amendment to the James A. FitzPatrick Technical Specifications proposes to revise the surveillance requirement for Reactor Coolant System (RCS) safety / relief valve testing so that the time allowed for testing does not start before the  ;

conditions necessary for these tests exist. j A recent amendment (References 1 and 2) added a 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> time limit for completing the manual cycling of RCS safety / relief valves during plant startups, based on Standard Technical Specifications. The only test condition currently specified is that RCS pressure must be at least 940 psig. Sufficient steam flow, in addition to minimum pressure, is needed to perform this test. The revised specification makes it clear that the 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> limit does not begin until after all prerequisite test conditions have been established. Similar amendments have been previously granted for other facilities (References 3 and 4).
