Startu Testin The inspector was informed that Arizona Public Service Co.
(APS)
has reassigned responsibility for conduct of component testing type activities (through system hydrostatic testing)
to the Bechtel startup organization.
This organization, however, will report to the APS Manager of Nuclear Operations.
All of the Bechtel startup staff which reported to the APS startup manager will now be returned to the Bechtel Startup organization as will all systems and document packages previously 'turned over to APS.
The APS startup organization responsibility for system testing will start with preoperational testing, at which time system design will be confirme'd.

~.The auditor was knowledgable of APS and NRC documents governing-re'cords control, and identified some items requiring further'attention by maintenance-management.
The auditor stated that a report would be written covering the audit of records con-trol in several organizational groups, and would be distributed to APS management.

Plant Tours Several plant tours were conducted during the month.
Plant cleanliness has not deteriorated but continues to require attention.
With minor exceptions, cable trays are properly maintained.
Welding operations were observed to be conducted so as to protect against fires.
No instances of instrumentation damage were noted and there has been a noticeable improvement in the control of access to the open reactor vessel.
No items of noncompliance or deviations were identified.

0 erator Trainin The records of experience and training for several operators and instructors were reviewed.
Forms had been developed for the recording of experience and training information.
The system was undergoing upgrading, however, to improve the avail-ability, visibility and completeness of training related infor-mation.
The cognizant APS representative estimates that this system will be implemented within the next several months.

S stem Turnovers A review of subsystems of the Chemical and Volume Control System confirmed that the turnover of these systems appeared to be properly controlled.
An audit of the documentation packages, equipment tagging, master tracking system, and approval documentation indicated the systems were turned over as required by admin-istrative procedures.
(Note:
these subsystems will be returned to Bechtel per paragraph 2.)
