A pveliminavy veview was made 'of the on-going plans and progvams related to plant st'aff training.
Fvom discussions with the plant staff, the inspectov concluded that covporate management was supporting.the development and execution of a viable, comprehensive and effective tvaining progvam for the Palo Verde Nuclear Genevating Station (PVNGS).

The tvaining pvogram effort is headed by a training manager who divects the activities of-a supervisor of licensed operator tvaining, a supervisor of geneval training, and a
supevvisov of training support.
The lavgest unit consists of ten instvuctors (two additional to be hired this year )
repovting to the supevvisov of licensed operator training.
A staff of five (cuvvently on loan from other departments)
repovts to the supevvisov of general training (fouv to be hived pevmanently this year).
A training analyst and train-ing aids specialist repovt'o the supervisov of training suppovt.

~Pro ram The training program for the PVNGS has been outlined and par tially implemented.
The program includes 14 categor ies of training for licensed operatovs and other plant staff members.
The licensed opevator training is broken down into six phases:
(1)
Nucleav technology fundamentals.
(2)
Operating (Powex'atev Reactov)
assignments (as appvopriate).
(3)
Powev block systems (including Balance of Plant systems).
(4)
Simulation training (PVNGS has a simulatov onsite).
(5)
On the job training.
(6)
A final veview and evaluation in pxepaxation for the NRC operator license examination.
Development of the licensed operatov tvaining progvam has had pxiority attention and is approaching finalization.
Academic couvses (being taught by instxuctors from Memphis State Univevsity) have eithev been completed by the Unit 1 Staff or are currently in progress.
Simulator train-ing will commence in October of this year with a staff of 16.
Othev staff tx'aining courses (radiation wovkers, craft/
technician, shift technical advisor, genexal employee train-ing, etc.) are being developed as are the administvative pvoceduxes which will govern the management and implementation of the program.
Accovding to the licensee, the scheduling of tvaining couvses, as well as the special TMX action items velated to tvaining as identified in NUREG-0737, will be accomplished so that requived commitments will be met be-fore fuel loading.

Safet In ection S stems A prelimanary walk down of the safety injection systems was made to compare the routing and installation of components with the Final Safety Analysis Report and Piping and Instrumentation Drawing description.
Some exceptions were noted, however the systems are not completely installed and have not been turned over to APS who will do inspections of the installations prior to acceptance.
A final inspection will be conducted when the systems are completely installed.

Plant Tours Several plant tours were conducted to observe cleanliness, storage of equipment, and gener al conduct of activities r elated to pr e-paration for preoperational testing.
No items of noncompliance or deviations were identified.
Exit Inter view The inspector met with the Nuclear Operations Manager on August 24, 1981, and discussed the findings of the inspections.
The comple-tion of TMI related action items was discussed in the context of their being completed befor'e issuance of the operating license.
