Plant Tour v

NRC Region V personnel toured Palo Verde, Unit 1, in company with a facility representative on July 8, 1981, to review the status of plant construction.

Mana ement Meetin The meeting with APS management was held at the APS corporate offices in Phoenix, Arizona, on July 9, 1981.

NRC representatives distributed a Region V organization chart to the applicant.

APS representatives described the status of plant construction and reviewed the schedule for ppeoperational testing and fuel loading.

The applicant stated that Unit 1 was 88 percent complete.

The test schedule called for cold hydro in february 1982, and fuel loading in November<1982.

The NRC construction phase principql inspector summarized the results of past inspections, and outlined remaining activities of the construction phase inspection program.

The NRC preoperational test phase principal inspector reviewed various aspects of the NRC inspection program related to plant testi,ng end operation:

Outlined the scope of the inspection program for preoperational and startup testing and subsequent plant operation.

b.

Reviewed the status and importance of FSAR provisions as related to the test program, noting that they represent commitments to the NRC unless NRR concurrence is obtained for changes.

I c.

Described the importance and legal status of the operating license and technical specifications and the significant points of 10 CFR 50.59, which becomes effective upon issuance of the operating license.

d.

Discussed NRC experience with reportable occurrences at other facilities, noting that (1) an increased number of reportable occurrences can be expected after Unit 1 begins operation, and (2) an effective followup system will be important to track these reportable occurrences, NRC commitments, and other items requiring action.

e.

Stated that preoperational and startup test procedures must be approved and available for,NRC review at least 30 days before the scheduled activity or 90 days prior to scheduled fuel loading date.

Review of draft test procedures and issuance of plant procedures were also discussed.

f.

Noted that the Operational gA Program must be fully implemented no later than 90 days before fuel'oading, with selected portions implemented earlier as necessary to cover the test program.

The prospective NRC Resident Inspector for the startup and operational phases commented on the importance of effective communications during the test program and discussed the need to aggressively resolve and correct outstanding construction items as early as possible.

The Region V Radiation Specialist summari zed the principal aspects of the NRC inspection program related to radiation protection, radwaste management, emergency planning, and environmental protection.

The applicant presented a summary of the Operating guality Assurance Program and described'gA staffing status and plans.
