Inspection Summary Inspection on June 10-16, 1987 (Reports No. 50-456/87021(DRSS);

50-457/87019(DRSS))

Areas Inspected: Announced followup inspection on items identified during the June 1986 Emergency Preparedness Implementation Appraisal and a subsequent inspection.

Results: No violations, deficiencies, or deviations were identified as a result of this inspection. All emergency preparedness items which had to be corrected prior to the granting of a full power license have been closed.

Licensee Action on Previously Identified Items (Closed) Item Nos. 456/86021-11 and 457/86019-11:

Prior to exceeding 5%

power, the Corporate Command Center (CCC) must be provided with a copy of the approved Braidwood Station Technical Specifications; a reference manual of computer point identifiers for the Point Trend and Point History programs relevant to the Braidwood Station; and copies of appropriate station layout, mechanical, and electrical systems drawings. The inspector toured the CCC and found the aforementioned information to be maintained within the facility.

In addition, a copy of Braidwood's Emergency Plan Implementing Procedures (EPIPs) and several other Braidwood procedure sets were on file in the CCC. This item is closed.

power, procedural provisions must be established for ensuring that the GSEP Van can be dispatched form the Mazon EOF during normal and off-hours.

Also, procedural guidance must be established for ensuring that suitable station vehicles would be identified for off-site survey team ase should

the GSEP Van and/or Rad Chem Department vehicle not be available.

The inspector determined that Procedure BwZP 100-9A2 included a prioritized listing of suitable station vehicles available for use by field survey teams dispatched from the Braidwood Station. Also, Procedures EG-1 and EG-19 adequately addressed the availability and use of the GSEP Van by field survey teams. This item is closed.

(Closed) Item Nos. 456/86021-27 and 457/86019-27:

Prior to exceeding 5% power, the licensee must ensure that Control Room procedures yielding offsite. Protective Action Recommendations (PARS) are in place and that all radiological accidents, including unmonitored releases and/or the unavailability of specific instrumentation, are covered.

The licensee's approved PAR guidance, as contained in the Generating Stations Emergency Plan (GSEP), has been proceduralized in station Procedure BwZP 380-4,

"GSEP Protective Action Guidelines." The guidelines adequately addressed monitored and unmonitored releases, the availability or non-availability i

of off-site dose projections, current and projected containment status, I

current and forecast weather conditions, and evacuation time estimates.

The station's Emergency Action Levels, as contained in BwZP 200-1, adequately addressed the possibility of unmonitored releases, per

the guidance in NUREG-0654, Revision 1.

Based on records review, the inspector determined that appropriate Control Room staff and other onsite licensed personnel had completed training on this procedural guidance during recent licensed operator requalification training sessions.

(Closed) Item Nos. 456/86021-34 and 457/86019-34:

Prior to exceeding 5% power, the licensee must complete development of and any. associated training on the " Communications Services Plan." The inspector reviewed this document, which had been re-titled as the " Commonwealth Edison Public Information Guide." It addressed the activation and duties of the Emergency News Center (ENC) staffs who may be located at a remote Joint Public Information Center (JPIC), the corporate offices, or at a nearsite Emergency Operations Facility (E0F).

The document also provided guidelines on news information identification, validation, formatting, approval, and transmittal. Based on records review, the inspector determined that the document had been distributed as required reading during April 1987 to all persons identified as ENC staff in the current edition of the GSEP Telephone Directory.

(Closed) Item Nos. 456/86021-35 and 457/86019-35: Unless otherwise directed by the Atomic Safety and Licensing Board (ASLB), the next edition of the Braidwood Public Information Brochure must be distributed by April 30, 1987.

On May 13, 1987, the ASLB issued their Partial Initial Decision on Emergency Planning Issues for the Braidwood Station.

The Board resolved all outstanding issues regarding offsite emergency planning, subject to the condition that certain revisions be made to the next edition of the Braidwood Public Information Brochure.

The ASLB did not specify a deadline for distributing the 1987 edition of the brochure.

By letter dated May 18, 1987, the licensee agreed to revise the brochure in accordance with the Board's decision and provided an acceptable schedule for the distribution of the 1987 brochures.

For tracking purposes, this item is closed.

However, in order to verify that 1987 Braidwood Public Information Brochures having the revised language will, in fact, be distributed within the 10-mile Emergency Planning Zone during 1987, a new item is now-created in order to track this concern.

(Closed) Item Nos. 456/86046-05 and 457/86034-03:

Prior to exceeding 5%

power, the licensee must review the General Emergency classification of the Emergency Action Level (EAL) scheme for Condition 24, as found in Procedure BwZP 200-1A1, to ensure that the correct classification can be made per the guidance in NUREG-0654, Revision 1.

The inspector reviewed Revision 2 to the aforementioned procedure and determined that the EAL had been adequately reworded so that a General Emergency could correctly be i

classified given a specified radiation level within containment or given the status of the various fission product barriers. This item is closed.

(Closed) Item Nos. 456/85037-01 and 457/85036-01: During the November 1985 exercise, neither Control Room (CR) nor Technical Support Center (TSC) staff simulated a call to the NRC Operations Center as a result of the Alert declaration.

During the March 1987 exercise, as documented in Inspection Reports No. 456/87006 and No. 457/87005(DRSS), no inadequacies were identified regarding the actual or simulated notifications to the NRC Operations Center from the CR or TSC following any of the emergency declarations. This item is closed.

Exit Interview On June 16, 1987, the inspector met with those licensee representatives identified in Paragraph 1 to discuss the inspection findings.

The licensee indicated that none of the matters discussed were proprietary in nature.
