Preservice Inspection (PSI), Unit 2 a.
General-Ceco Nondestructive Examination (NDE) personnel:
performed Ultrasonic Examinations (UT), Pittsburgh Testing Laboratory'(PTL)
performed Liquid Penetrant (PT), Magnetic Particle (MT) and UT, Lambert, MacGill, Thomas, Inc. (LMT); and Phillips Getschow Company (PGC) performed MT and PT in accordance with ASME Section XI, 1977 Edition, Summer 1978 addenda.
Most of the UT was performed by CECO, using pulse-echo ultrasonic plan detection instruments and transducers with various angles and sizes.
There were individuals from CECO and LMT who were qualified at the EPRI NOE Center for detection of IGSCC.

Programs and Procedures The NRC Inspector reviewed the PSI procedures and programs and found them to be acceptable. Where these rules were determined to be impractical, specific relief was requested in writing.
The NRC inspector reviewed the specific relief requests and related documentation, c.
Review of Material, Equipment and Personnel Certifications, Audits, and Data The NRC Inspector reviewed documents relating to the following:
Ultrasonic instruments, calibration blocks, transducers and UT
couplant Magnetic Particle Examination equipment certifications
Liquid Penetrant Examination material certifications
NDE personnel certifications in accordance with SNT-TC-IA
Audits and surveillances NDE reports
Data reports

The NRC Inspector observed work and had discussions with personnel I
during the PSI activities.
These observations included calibration j
and performance of the following NDE and documentation:

Ultrasonic examinations of volume control tank Welds 2VCTC-3
and, 2VCTC-2 also of chemical volume system Welds 2RGXC-2, 2RGXC-3, 2RGXC-4, and 2RGXC-5.
Liquid penetrant examinations of reactor coolant Welds,
2RC-38-08, 2RC-38-09, and 2RC-33-10.
Magnetic Particle Examinations of Hain Steam Welds, 2MS-08-54
and 2MS-08-55.
No violations or deviations were identified.

Radiographic Review The NRC Inspector toured the vault where radiographs are kept.
The temperature is maintained at 70 F i 5 and the humidity at 40% i 10%.
The readings are recorded constantly by a calibrated gage (strip chart),
checked daily, and recorded in the vault temperature / humidity log.
There is also a viewing area in the vault to interpret radiographs.

The NRC Inspector reviewed radiographs and reports of 147 shop pipe welds that were radiographed by Southwest Fabricating & Welding Co.,
Inc. in accordance with ASME Section III, 1974 Edition, Summer 1975

They were of the RC, RH, FW, CV,.SI and the MS systems, various-diameters and thicknesses, b.
The NRC Inspector also reviewed radiographs and reports of 54 field pipe welds that were radiographed by Pittsburg. Testing Laboratory in accordance with ASME Section III, 1974 Edition, Summer 1975 Addenda, and found them to be acceptable.
They were of the'RC, RY, SI, RH, FW, MS and CV systems, various diameters and thicknesses.
No violations or deviations were identified.

The inspector met with site representatives (denoted in Persons Contacted paragraph) at the conclusion of the inspection.
The inspector summarized the scope and findings of the inspection noted in this report.
The inspector also discussed the likely informational content of the inspection report with. regard to documents or processes Jeviewed by the inspector during the inspection.
The. licensee did not identify any such document / processes as proprietary.
